Job Overview:
The Programme Specialist position at UNESCO's Intergovernmental Oceanographic Commission (IOC) is pivotal in leading and managing the IOC capacity development programme, which includes ocean literacy initiatives. The incumbent will be responsible for providing international leadership in building capacity and promoting ocean literacy among IOC Member States. This role involves generating understanding of ocean-related issues, applying tools for managing ocean-based human activities, and strengthening community resilience. The Programme Specialist will work within the frameworks of UNESCO's Medium Term Strategy and the IOC's strategies to ensure that the programme aligns with the priorities set by IOC governing bodies. The position requires a proactive approach to managing and advising on programme design, guidelines, and resources, ensuring that the capacity development and ocean literacy initiatives effectively meet the needs of Member States and the broader ocean community.

Duties and Responsibilities:
The incumbent will lead strategic planning and operations for the capacity development and ocean literacy programme, coordinating with various stakeholders including the OceanTeacher Global Academy and other UN entities. Responsibilities include establishing and maintaining relationships with Member States, managing project budgets, and overseeing the implementation of extra-budgetary projects. The Programme Specialist will also develop a coherent narrative for capacity development and ocean literacy, ensuring effective communication with external audiences. Additionally, the role involves leading steering and advisory groups, managing projects in line with the IOC Medium Term Strategy, and inspiring and motivating staff within the programme to foster a cohesive work environment.

Required Qualifications:
Candidates must possess an advanced university degree (Master's equivalent) in an ocean-related field or education. A minimum of 7 years of progressively responsible professional experience in marine education, capacity development, or ocean literacy is required, with at least 3 years at the international level. Experience in designing, implementing, and evaluating international multidisciplinary programs is essential, along with demonstrated skills in partnership building and resource mobilization. Proven leadership and team coordination abilities are also necessary for this role.

Educational Background:
The educational requirement for this position includes an advanced university degree (Master's equivalent) in an ocean-related field or education. A PhD or equivalent in a relevant field is desirable, as it indicates a higher level of expertise and understanding of complex ocean-related issues.

Experience:
The position requires a minimum of 7 years of relevant professional experience, with a focus on marine education, capacity development, and ocean literacy. Candidates should have experience in managing international programs and projects, demonstrating the ability to lead and coordinate teams effectively. Experience in multicultural environments and politically sensitive contexts is also beneficial, as it reflects the candidate's adaptability and cultural awareness.

Languages:
Excellent knowledge of English, both written and spoken, is mandatory for this position. Knowledge of another official UNESCO language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
