Job Overview:
The Chief of Section for Tsunami Resilience will be responsible for leading and coordinating the activities of the Intergovernmental Oceanographic Commission (IOC) Tsunami Programme. This role involves overseeing the Global Sea Level Observing System (GLOSS) programme and ensuring effective collaboration with national and international sea level centers. The incumbent will define priorities for the section, develop programmatic strategies, and engage in policy development. The position requires a strong focus on enhancing tsunami preparedness and awareness, as well as improving early warning systems through research and observation. The Chief of Section will also be expected to represent UNESCO in various networks and influence policy development related to tsunami resilience and multi-hazard early warning systems.

Duties and Responsibilities:
The Chief of Section will lead the consolidation and development of the global tsunami early warning system, ensuring effective coordination with Member States. Responsibilities include providing guidance for the development and implementation of services and scientific support for Intergovernmental Groups (ICGs), monitoring work plans, preparing reports and technical documents, and liaising with regional bodies on tsunami and sea-level matters. The incumbent will also organize capacity development initiatives, facilitate knowledge exchange, and support Member States in establishing tsunami warning systems. Additionally, the Chief of Section will manage staff, oversee budgetary matters, and ensure compliance with administrative regulations. Resource mobilization is a key aspect of the role, requiring the identification of funding opportunities and the development of project proposals.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in earth or ocean sciences or a related field. A PhD in oceanography, geophysics, marine science, or disaster risk reduction is desirable. The position requires a minimum of ten years of progressively responsible experience in management and coordination of research or project work in marine sciences, with at least five years at the international level. Solid experience in tsunami warning systems and coastal hazard early warning is essential, along with proven experience in managing teams and working with government representatives.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in earth or ocean sciences, or a related field is required. A PhD in a relevant discipline is considered an asset and may enhance a candidate's application.

Experience:
Candidates should have a minimum of ten years of relevant professional experience, with a strong emphasis on management and coordination of research or project work in marine sciences. At least five years of this experience should be at the international level, demonstrating a solid understanding of tsunami warning systems and coastal hazard early warning mechanisms. Experience in disaster management and community safety awareness is also beneficial.

Languages:
Excellent knowledge of English is mandatory. Knowledge of other official UNESCO languages such as Arabic, Chinese, French, Russian, or Spanish is considered desirable and may enhance a candidate's profile.
