Job Overview:
The France Director position at Human Rights Watch is a pivotal role that involves developing and implementing advocacy and media engagement strategies directed at the French government and its key institutions. The successful candidate will serve as a key strategist in advocacy and communications, ensuring that HRW's research translates into tangible improvements in human rights practices both within France and in its foreign policy. This role requires a deep understanding of the human rights landscape, both domestically and internationally, and the ability to engage effectively with policymakers, the media, and the public. The France Director will oversee the Paris office, manage a team, and work closely with various stakeholders to promote HRW's mission and influence decision-making processes. The position is based in Paris and requires a commitment to working from the office several days a week, reporting directly to the Chief Advocacy Officer.

Duties and Responsibilities:
The France Director will lead HRW's advocacy efforts in France, developing and implementing strategies that address a wide range of human rights issues. Key responsibilities include promoting HRW's work to influence high-level officials at the Elysée, Foreign Ministry, and other government agencies, maintaining regular contact with policymakers, and engaging with members of Parliament. The Director will act as a spokesperson in French media, crafting compelling narratives to promote human rights values and building relationships with journalists. Additionally, the role involves coordinating with HRW advocates globally, collaborating with the France Development Director to engage donors, and contributing to internal HRW policies. The Director will also oversee approximately 20 staff members in the Paris office, fostering a sense of community and trust within the organization, and ensuring compliance with HRW's financial and operational policies.

Required Qualifications:
Candidates must possess a graduate degree in international relations, journalism, law, social sciences, or equivalent work experience. A minimum of ten years of policy advocacy experience is required, including at least four years in a management role. Applicants should have substantial knowledge of the French political landscape and direct experience in policy advocacy with government bodies. A strong commitment to human rights, excellent public speaking and writing skills in both English and French, and the ability to navigate complex interpersonal dynamics are essential. Candidates should demonstrate effective management skills, the ability to work under pressure, and strong coordination capabilities.

Educational Background:
The position requires a graduate degree in a relevant field such as international relations, journalism, law, or social sciences. Equivalent work experience may also be considered in lieu of formal education. The educational background should provide a solid foundation for understanding the complexities of human rights advocacy and policy engagement.

Experience:
The ideal candidate will have a minimum of ten years of experience in policy advocacy, with at least four years in a management capacity. Experience working in an international environment with culturally diverse teams is highly desirable. Candidates should have a proven track record of engaging with policymakers and the media, as well as experience in managing advocacy campaigns and leading teams effectively.

Languages:
Fluency in both English and French is mandatory for this position, as the France Director will be required to communicate effectively with a wide range of stakeholders in both languages. Additional language skills may be considered an asset but are not required.
