Job Overview:
The Institutional Development Specialist position is located in the FAO Country Office in Syria and is crucial for supporting institutional strengthening, organizational development, governance reform, and operational systems development within the Ministry of Agriculture (MoA) and its policy-related units. The role involves working under the supervision of the FAO Representative in Syria and reporting directly to the Senior Policy Specialist. The specialist will collaborate closely with various stakeholders, including the Assistant FAOR (Programmes) and project officers, to ensure effective implementation of institutional development initiatives. The position requires a proactive approach to facilitate organizational change and development processes, ensuring that the MoA is equipped to meet its objectives effectively.

Duties and Responsibilities:
The duties and responsibilities of the Institutional Development Specialist include leading institutional and functional assessments, supporting organizational restructuring and governance reforms, and developing institutional systems, standard operating procedures (SOPs), and internal regulations. The specialist will also be responsible for establishing coordination and management mechanisms, facilitating organizational development and change management processes, reviewing and updating mandates, structures, and workflows, and developing governance frameworks and operational procedures. Additionally, the role involves strengthening internal communication and coordination systems and supporting the development of institutional capacity-building plans.

Required Qualifications:
Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in public administration, institutional development, organizational management, or related fields. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of five years of relevant professional experience in supporting institutional reform and public sector strengthening is required. Furthermore, candidates must have a working knowledge (Level C) of English, and familiarity with the FAO system and standards is preferable.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as public administration, institutional development, or organizational management. For candidates with a bachelor's degree, additional professional experience is necessary to meet the qualifications. This educational foundation is essential for understanding the complexities of institutional development and governance reform.

Experience:
The position requires a minimum of five years of relevant professional experience in supporting institutional reform and public sector strengthening. Experience in governance reform and change management is crucial, as well as the ability to facilitate institutional consultations and workshops. Candidates with experience working with UN agencies will have an advantage, particularly those familiar with the FAO's operational standards and practices.

Languages:
A working knowledge of English is mandatory for this position. Additionally, the ability to speak Arabic will be considered an added advantage, enhancing communication and collaboration within the local context.
