Job Overview:
The Trauma, Maternal, Reproductive Health and Disabilities Officer will play a crucial role in implementing WHO's Country Cooperation Strategy in Syria, focusing on enhancing health outcomes in the context of ongoing emergencies and health system recovery. This position involves strategic planning and program development in sexual and reproductive health (SRH), trauma care, rehabilitation, and disability services. The officer will work closely with local authorities and stakeholders to define health priorities and national strategies, ensuring effective communication and collaboration across various health programs. The role also includes advocating for capacity building in health services, analyzing best practices, and preparing reports and proposals to support strategic decision-making. The officer will be responsible for coordinating intersectoral humanitarian and development programs, supervising project funds, and conducting field visits to monitor program implementation.

Duties and Responsibilities:

• Conduct program planning for Sexual and Reproductive Health (SRH) and hospital, trauma, rehabilitation, and disability components of health systems, providing technical advice to local authorities.
• Promote effective communication to build partnerships and networks with stakeholders, ensuring collaboration between priority programs.
• Participate in national activities involving strategic planning, program reviews, resource mobilization, and stakeholder meetings.
• Analyze and evaluate best practices from various SRH programs and health facilities, including primary healthcare centers and hospitals.
• Identify hazards and disease sources, providing recommendations for risk response and preventative measures.
• Prepare progress reports, briefings, proposals, and advocacy documents for strategic decision-making.
• Coordinate with stakeholders to facilitate Government-WHO collaborative programs in SRH and related services.
• Develop intersectoral humanitarian and development programs, supervising teams on SRH, hospital, trauma, rehabilitation, and disability activities.
• Advocate for and engage in capacity building in SRH, hospital care, trauma care, physical rehabilitation, and disability services. 1
• Contribute to the development and implementation of annual work plans for health sector activities, ensuring compliance with national programs and plans. 1
• Supervise project fund usage, ensuring appropriate and efficient use, and timely completion of documentation. 1
• Undertake regular field visits to monitor program implementation at central and hub levels.

Required Qualifications:
Essential: A first-level university degree in Medicine or Public Health is required. Desirable: A Master's Degree in Reproductive Health, Trauma and Emergency Medicine, or Public Health is preferred. Candidates should possess proven skills in capacity building, knowledge of health sector activities in emergency response contexts, and broad knowledge of emergency programs, policies, and interventions. Excellent presentation skills and the ability to work under pressure are also essential.

Educational Background:
Candidates must have a first-level university degree in Medicine or Public Health. A Master's Degree in a relevant field such as Reproductive Health, Trauma and Emergency Medicine, or Public Health is desirable and will be considered an asset.

Experience:
Candidates should have at least 5 years of progressively responsible professional experience in sexual and reproductive health, hospital, trauma, rehabilitation, and disability development policies. Experience in capacity building and knowledge of health sector activities in emergency response, relief, early recovery, and development contexts is essential. Desirable experience includes familiarity with WHO's mandate and goals or previous work with UN organizations, international institutions, or NGOs.

Languages:
Essential: Expert knowledge of English and Arabic is required. Desirable languages may include other UN languages, but proficiency in English and Arabic is mandatory for this position.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Syria will be accepted. The remuneration package includes an annual base salary starting at USD 39,062, subject to mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave.
