Job Overview:
The Water Resources and International Waters Expert will play a crucial role in the implementation of the CAM project, which aims to improve governance and reduce land-based impacts on large marine ecosystems in the SICA region. This position requires the expert to provide technical support throughout the project's five-year duration, ensuring effective execution and collaboration with various stakeholders. The expert will be responsible for overseeing project activities, maintaining professional relationships with partners, and supporting the Land and Water Officer in all aspects necessary for successful project implementation. The role involves active participation in workshops, training events, and technical meetings, as well as providing guidance on methodologies and expected results. The expert will also contribute to the development of new initiatives and partnerships in water resources management, ensuring alignment with regional and global standards.

Duties and Responsibilities:
The expert's responsibilities include providing technical support for the GEF Cuenca al Mar project, conducting comprehensive technical reviews of project documents, and ensuring adherence to GEF and FAO standards. The expert will actively participate in all phases of the project execution cycle, including workshops and training events, and will provide technical assistance in the field as needed. Additionally, the expert will contribute to the development of the GEF project portfolio, facilitate technical articulation with national institutions, and support knowledge exchange related to International Waters projects. The expert will also be involved in reporting and communication requirements, technical advice on water resources management, and the organization of regional dialogues and workshops. Other duties may include supporting the recruitment of non-staff affiliates and contributing to the new Field Programme model in SLM.

Required Qualifications:
Candidates must possess an advanced university degree in relevant fields such as water resources management, hydrology, environmental sciences, or related disciplines. A bachelor's degree is acceptable if accompanied by two additional years of relevant professional experience. A minimum of five years of experience in water resources management, governance, or development project implementation is required, preferably in the context of climate change or natural resources. Candidates should demonstrate a working knowledge of Spanish (level C) and limited knowledge of English (level B).

Educational Background:
The educational background required for this position includes an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields related to water resources management, environmental sciences, or sustainable development. Candidates with a bachelor's degree must have additional professional experience to meet the qualifications.

Experience:
The position requires a minimum of five years of relevant experience in water resources management, water governance, or development project implementation. Experience in international projects and coordination with multiple institutional actors is highly valued, particularly in the context of GEF-funded projects or other climate funds. Familiarity with project planning and monitoring tools, as well as experience in organizing technical workshops and policy dialogues, is also essential.

Languages:
Candidates must have a working knowledge of Spanish (level C) and a limited knowledge of English (level B). Additional language skills may be beneficial but are not mandatory.

Additional Notes:
The position is based at the FAO Subregional Office for Mesoamerica in Panama City, with expected travel to countries involved in the project. The role is full-time and may involve participation in various technical and policy dialogues.
