Job Overview:
The Senior Finance Officer position is crucial for coordinating financial and accounting operations within the EpiC Project in Myanmar. This role involves overseeing the financial health of the organization by providing guidance and support to project finance and operations staff. The officer will be responsible for conducting financial analyses, preparing budget reports, and ensuring compliance with donor requirements. The position requires a proactive approach to financial management, including the analysis of performance trends and the presentation of results to stakeholders. The Senior Finance Officer will also play a key role in maintaining effective relationships with various partners and ensuring the financial integrity of subcontractors.

Duties and Responsibilities:
The Senior Finance Officer will be tasked with a variety of responsibilities, including but not limited to: analyzing budget forecasts and regulatory filings, interpreting and evaluating financial data, ensuring compliance with applicable laws and regulations, and developing strong working relationships with stakeholders. The officer will review monthly financial reports, coordinate with the Regional Hub on finance-related matters, and utilize financial systems to generate reports and models. Additionally, the officer will analyze complex financial issues, recommend corrective actions, and participate in organizational goal-setting. The role requires independent work with minimal supervision, and the officer will be expected to implement departmental work plans and contribute to performance reviews.

Required Qualifications:
Candidates must possess expert-level technical and administrative knowledge of financial regulations and accounting principles. A strong understanding of local organizations and Myanmar's operating environment is essential. The officer should have a thorough knowledge of external regulations and internal corporate policies, as well as proficiency in Generally Accepted Accounting Principles (GAAP) and Internal Control Fundamentals. Excellent communication skills in both English and Myanmar languages are mandatory, along with strong analytical and quantitative skills. The ability to motivate and collaborate with others is also crucial for success in this role.

Educational Background:
A Bachelor's Degree or its international equivalent is required for this position. This educational background should provide a solid foundation in finance, accounting, or a related field, equipping the candidate with the necessary skills to perform the duties of the Senior Finance Officer effectively.

Experience:
The position typically requires a minimum of 8+ years of progressively responsible experience in accounting, finance, and operational management, particularly in a government contracting environment. Candidates should have experience with U.S. Government grants and contracting standards, as well as a proven track record in managing multi-year funds. Experience in transferring knowledge into operational plans and collaborating with clients is also essential. Familiarity with computerized financial information systems is a must, and demonstrated leadership experience in finance, auditing, or accounting departments is preferred.

Languages:
Fluency in English is mandatory, as well as fluency in the host country language (Myanmar) as appropriate. Strong oral and written communication skills in both languages are essential for effective collaboration and reporting.

Additional Notes:
This position is based in Yangon, Myanmar, with travel requirements of less than 10% of the time. The expected hiring salary range for this role is indexed to USD 15,000 - 18,000 for annual basic salary.
