Job Overview:
The Safeguards Training Officer plays a pivotal role in the Department of Safeguards at the IAEA, which is responsible for implementing safeguards to prevent the proliferation of nuclear weapons. This position involves managing, planning, developing, implementing, and evaluating training courses tailored to meet the identified training needs of both individuals and the Department as a whole. The training courses encompass formal training sessions, workshops, and on-the-job training, focusing on both technical skills and staff development. The officer is tasked with evaluating the effectiveness of these training programs, ensuring they are technically credible and aligned with the latest safeguards requirements and trends in verification techniques and equipment. The role also includes acting as a technical adviser to safeguards staff and inspectors, providing guidance on the implementation of safeguards and the use of relevant equipment and techniques.

Duties and Responsibilities:
The Safeguards Training Officer is responsible for designing, developing, implementing, and evaluating safeguards training courses. Key responsibilities include:

• Implementing the five key steps of the Systematic Approach to Training for all assigned courses, which involves conducting training needs analysis, designing training courses, developing training materials, implementing training, and evaluating training effectiveness.
• Providing training-related information for the preparation of training tasks through Member State Support Programmes (MSSPs) and contributing to the budget preparation for the Training Section.
• Acting as Task Officer for tasks conducted through MSSPs as assigned.
• Coordinating and contributing to the preparation, writing, and editing of safeguards reference documents and reports as needed.
• Collaborating with technical experts on training-related projects.
• Ensuring compliance with the IAEA's Radiation Safety Regulations as the role may involve exposure to radioactive materials, requiring medical clearance and adherence to health monitoring protocols.

Required Qualifications:
Candidates must possess a Bachelor's Degree in science, physics, engineering, a safeguards-related discipline, education, or a related field, with at least two years of relevant experience considered acceptable in lieu of an advanced degree. A Master's Degree in a relevant field is preferred. Additionally, candidates should have at least seven years of combined experience in research, industry, and nuclear safeguards, including experience in training implementation and presentation. Knowledge of the Systematic Approach to Training methodology is desirable, and experience in training design is considered an asset.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in a relevant field such as science, physics, engineering, or a safeguards-related discipline. An advanced degree (Master's) in these areas is preferred. Candidates with a Bachelor's Degree must have at least two years of relevant experience to be considered for the role. The position also values knowledge of training methodologies and experience in planning nuclear safeguards-related training courses.

Experience:
The position requires at least seven years of combined experience in research, industrial, and nuclear safeguards settings. This includes experience in the implementation and presentation of training programs. Candidates should demonstrate a strong background in nuclear safeguards and training design, with a proven ability to assess training needs and develop effective training courses.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
This position is classified as a Development Reassignment (DR) opportunity, which is part of the IAEA's staff mobility procedures. Eligible candidates include staff members who hold a fixed-term contract on a long-term basis or those who have completed at least three years of uninterrupted service within the Agency. The foreseen duration of this Development Reassignment is from 01 September 2026 to 28 February 2027, with the possibility of further extension.
