Job Overview:
The Consultant on Technical Support for Nuclear Security of Nuclear Material and Associated Facilities will work under the supervision of the Nuclear Material Security Unit Head. The primary role involves providing expertise in physical protection upgrades for nuclear facilities, particularly reactors, upon the requests of Member States. The consultant will also be responsible for supporting the development, enhancement, and finalization of nuclear security-related publications, as well as facilitating capacity-building efforts and information exchanges regarding the design, implementation, and evaluation of nuclear security systems. This position requires drafting, editing, and finalizing training materials, as well as planning and implementing consultancy meetings, workshops, training courses, and technical meetings related to nuclear security.

Duties and Responsibilities:
The consultant will act as a technical specialist for projects focused on physical protection upgrades at nuclear reactors. Responsibilities include providing technical expertise for various physical protection upgrade projects requested by Member States, developing technical specifications, work plans, and technical reports that support the design, delivery, and evaluation of physical protection upgrades at nuclear facilities. The consultant will also serve as a technical expert for procuring and supplying additional physical protection laboratory equipment for the Nuclear Security Training and Demonstration Centre (NSTDC). Furthermore, the consultant will contribute to capacity-building activities, which include conducting training sessions, workshops, exercises, and seminars related to the nuclear security of nuclear materials and associated facilities. The consultant will also be tasked with preparing associated work plans, logistics, and organization for IAEA consultancy and technical meetings focused on discrete physical protection topics.

Required Qualifications:
Candidates must possess an advanced university degree in nuclear engineering, physics, chemistry, or another relevant engineering field. A minimum of five years of experience in safety, security, or nuclear engineering is required. Proven professional experience in nuclear security is essential, including experience with the development and appraisal of national nuclear security frameworks, nuclear facility security systems, and other nuclear security assessment activities. Comprehensive knowledge of various nuclear power plant technologies worldwide is necessary, along with expert knowledge of safety and security systems at nuclear power plants. Experience working with national and international partners, particularly the IAEA, in the area of nuclear security is preferred. Candidates should also have experience in developing guidance documents or technical documents related to nuclear security and should be proficient in writing, coordinating, editing, and finalizing technical reports. Additionally, experience in the development, maintenance, or enhancement of project management databases is beneficial.

Educational Background:
An advanced university degree in nuclear engineering, physics, chemistry, or another relevant engineering field is required for this position. This educational background is crucial as it provides the foundational knowledge necessary for understanding the complexities of nuclear security and safety.

Experience:
The position requires a minimum of five years of relevant experience in safety, security, or nuclear engineering. Candidates should have proven professional experience in nuclear security, which includes working on the development and appraisal of national nuclear security frameworks and nuclear facility security systems. Experience in nuclear security assessment activities is also essential, as is familiarity with various nuclear power plant technologies and safety/security systems.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The consultancy offers a daily fee of up to a maximum of €300, depending on qualifications and experience. If duty travel is required during the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities lie with the incumbent.
