Job Overview: The Adviser on Gender Issues will play a crucial role in providing programmatic expertise in the politico-military dimension of security, focusing on the integration of gender perspectives in various OSCE programs and projects. This position is particularly significant in the context of the Women, Peace and Security Agenda, which emphasizes the inclusion of women in all phases of the conflict cycle. The successful candidate will work closely with departments at the OSCE Secretariat, Institutions, and field operations to develop a consistent approach to gender mainstreaming, ensuring that gender considerations are integrated into all relevant activities. The role involves drafting reports, proposals, and briefings, as well as advising on project design and implementation to promote gender equality within the OSCE framework.
Duties and Responsibilities:
Provide knowledge and expertise to OSCE departments and field operations on integrating gender perspectives into their programs, particularly in the politico-military dimension.
Offer technical expertise on gender mainstreaming issues, liaising with senior management and relevant units.
Draft briefings, proposals, and reports related to gender equality, collaborating with various departments and institutions.
Prepare talking points and speeches for senior management, representing the Senior Adviser on Gender Issues in meetings as required.
Advise on project design and implementation to promote gender perspectives in comprehensive security activities.
Monitor the implementation of projects within the framework of OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
Perform other duties as assigned by the Senior Adviser on Gender Issues.
Required Qualifications: A first-level university degree in gender studies, international relations, political sciences, or a related field is required. Candidates should have a minimum of seven years of professional experience in gender issues, human rights, and peace and security, or five years with a second-level university degree. Solid experience in program management within bi- or multi-lateral development organizations is essential, along with a strong knowledge of international texts and conventions related to gender equality. Candidates should demonstrate the ability to analyze and evaluate critical matters in gender equality and design strategies to address them. Professional fluency in English, with excellent communication skills, is mandatory, and knowledge of other OSCE region languages, especially Russian, is an asset.
Educational Background: Candidates must possess a first-level university degree in gender studies, international relations, political sciences, or a relevant field. A second-level university degree is preferred and can reduce the required years of experience.
Experience: The position requires a minimum of seven years of professional experience in gender issues, human rights, and peace and security. Additional Notes: This position is open for secondment only, meaning that all costs related to the assignment must be borne by the nominating authorities. The OSCE Secretariat does not provide a Board and Lodging Allowance for seconded staff members. The contract type is international secondment, and the position is full-time. The maximum period of service in this post is 10 years, and candidates should be aware that OSCE officials must conduct themselves in a manner befitting their status as international civil servants.
