Job Overview:

This position involves providing specialized leadership and guidance to Member States and the Department to mitigate security vulnerabilities by designing and implementing effective security controls in Safeguards products. The role requires a blend of innovation, leadership, and technical expertise, focusing on IT identity and access management systems, as well as software and infrastructure engineering. The Senior System Security Specialist will lead a team that coordinates with various stakeholders to establish unified security controls across all software, systems, and networks, ensuring the protection of classified information.

Duties and Responsibilities:
The Senior System Security Specialist will be responsible for leading a team in the design and development of innovative security solutions that minimize risks across all software products and services. Key responsibilities include providing specialized advice in information security to prevent breaches, developing new policies and strategies to enhance security, advocating for security policies through effective communication, and establishing risk measurement criteria aligned with the Department's mission. The role also involves evaluating new IT architectures based on these criteria, ensuring compliance with application security standards, and building partnerships with Member States and development teams to achieve consensus on information security initiatives. Additional duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a Master's Degree in Computer Science, Information Systems, or Engineering. Alternatively, a Bachelor's Degree in these fields combined with two years of relevant work experience may be considered in lieu of the advanced degree. Advanced certifications in security, identity, and access management are considered an asset, such as CISSP. The position requires a minimum of seven years of relevant practical experience across all listed expertise areas, including five years in Computer Programming within a service-oriented environment, three years in Identity and Access Management development, and three years in Network Engineering, preferably in complex networks. Strong interpersonal skills and the ability to work effectively in multidisciplinary and multicultural teams are essential.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's) in Computer Science, Information Systems, or Engineering. A first-level university degree (Bachelor's) in these fields, combined with two years of relevant work experience, may be accepted in lieu of the advanced degree. Additionally, advanced certifications in security, identity, and access management are advantageous, such as the Certified Information Systems Security Professional (CISSP).

Experience:
The position requires a minimum of seven years of relevant practical experience in the areas of expertise listed in the job description. This includes at least five years of experience in Computer Programming within a service-oriented environment, three years of experience in Identity and Access Management development, and three years of experience in Network Engineering, ideally in complex network environments. Candidates should also have strong interpersonal skills and the ability to manage multiple projects and teams effectively.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
This position is classified as a Development Reassignment (DR) opportunity, which aligns with the IAEA's staff mobility procedures. Eligible candidates include staff members who hold a fixed-term contract on a long-term basis or those who have completed at least three years of uninterrupted service in the Agency. The foreseen duration of the Development Reassignment is from September 1, 2026, to December 31, 2026, with the possibility of further extension.
