Job Overview:
The position of Consultant National Spécialiste de la Gouvernance is integral to the evaluation of the United Nations Sustainable Development Cooperation Framework (CCDD) for Togo for the period 2023-202

• This role involves assessing the effectiveness of the CCDD in achieving sustainable development outcomes, promoting human rights, and ensuring gender equality. The consultant will work closely with an international team and local stakeholders to analyze the impact of UN initiatives in Togo, focusing on governance, social cohesion, and institutional capacity building. The consultant will be responsible for delivering comprehensive reports that detail findings and recommendations based on the evaluation process, which is crucial for informing future cooperation frameworks and ensuring that no one is left behind in the development process.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including but not limited to: (i) Evaluating the interventions related to the third priority of the CCDD, which focuses on governance capacity building, access to rights and justice, social cohesion, peace, and partnerships. (ii) Providing contextual insights into the functioning of UN initiatives in Togo amidst ongoing transformations and challenges, assessing their relevance and effectiveness in enhancing governance. (iii) Conducting preliminary analyses and developing a detailed evaluation plan, including a timeline and a list of stakeholders for interviews or field visits. (iv) Preparing initial reports and presentations of preliminary results in collaboration with the evaluation manager. (v) Drafting and finalizing the evaluation report, ensuring it does not exceed 60 pages, excluding the summary and annexes. (vi) Engaging with various stakeholders, including government actors, civil society organizations, and marginalized groups, to gather diverse perspectives and ensure inclusivity in the evaluation process.

Required Qualifications:
Candidates must possess a university degree (master's or equivalent) in public administration, law, political science, peace and conflict studies, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted. A proven professional experience of at least five years in governance, public sector reform, institutional capacity building, or rule of law in Togo or similar contexts is required. Additionally, candidates should have significant experience in results-based management and a solid understanding of the UN system, including programming principles, CEDAW, and the SDGs. Experience in contributing to governance and peace evaluations is also essential, along with a strong grasp of Togo's political and institutional context, recent governance trends, and security initiatives.

Educational Background:
A master's degree or equivalent in relevant fields such as public administration, law, political science, or peace studies is mandatory. A bachelor's degree may be considered if accompanied by sufficient professional experience. This educational background ensures that the consultant has the necessary theoretical knowledge and analytical skills to effectively evaluate governance frameworks and contribute to the UN's mission in Togo.

Experience:
Candidates should have a minimum of five years of relevant professional experience in governance, public sector reform, and institutional capacity building. This experience should include a strong focus on results-oriented management and familiarity with the UN's operational frameworks. Previous involvement in governance and peace evaluations is highly desirable, as is a comprehensive understanding of Togo's socio-political landscape and recent developments in governance and security.

Languages:
Fluency in French is required for this position, as it is the primary language of communication in Togo. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.

Additional Notes:
The position is part-time and expected to last for six months. The consultant will work under the supervision of an international consultant and in collaboration with national specialists.
