Job Overview:
The position of National Consultant Specialist in Governance is integral to the evaluation of the United Nations Sustainable Development Cooperation Framework (CCDD) for Togo for the period 2023-202

• This role involves assessing the effectiveness of the CCDD in achieving sustainable development outcomes, promoting human rights, and ensuring gender equality. The consultant will work closely with an international team leader and other national consultants to evaluate the CCDD's alignment with national priorities and its impact on governance and social cohesion. The consultant will be responsible for conducting interviews, analyzing data, and preparing comprehensive reports that will inform future cooperation frameworks. This position requires a deep understanding of Togo's socio-economic context and the ability to engage with various stakeholders, including government officials and civil society organizations.

Duties and Responsibilities:
The consultant will be tasked with evaluating the interventions related to the third priority of the CCDD, which focuses on governance, justice, social cohesion, and peace. Specific responsibilities include: (i) conducting a thorough analysis of governance capacity-building initiatives and their outcomes; (ii) assessing the effectiveness of UN initiatives in promoting inclusive governance and addressing social inequalities; (iii) providing contextual insights into the functioning of UN programs in Togo amidst ongoing transformations and challenges; (iv) collaborating with the international consultant and national specialists to develop evaluation methodologies and frameworks; (v) preparing initial and final evaluation reports, ensuring they meet the required standards and timelines; (vi) facilitating stakeholder consultations to gather diverse perspectives on governance issues; (vii) contributing to the development of recommendations for enhancing the effectiveness of future governance programs.

Required Qualifications:
Candidates must possess a university degree (master's or equivalent) in public administration, law, political science, peace and conflict studies, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted. A proven professional experience of at least five years in governance, public sector reform, institutional capacity building, or rule of law in Togo or similar contexts is required. Candidates should demonstrate significant experience in results-based management and a solid understanding of the UN system, including programming principles, CEDAW, and the SDGs. Experience in contributing to governance and peace evaluations is essential, along with a strong grasp of Togo's political and institutional landscape.

Educational Background:
A master's degree in a relevant field such as public administration, law, political science, or peace studies is mandatory. A bachelor's degree may be acceptable if accompanied by additional relevant experience. The educational background should provide a solid foundation in governance, public policy, and socio-economic development.

Experience:
Candidates should have a minimum of five years of professional experience in governance-related fields, particularly in public sector reform and institutional capacity building. Experience in managing results-oriented programs and familiarity with the UN's operational frameworks are crucial. Additionally, candidates should have a strong understanding of Togo's governance context and recent trends in social cohesion and security.

Languages:
Fluency in French is required for this position, as it is the primary language of communication in Togo. Proficiency in English is desirable, as it may facilitate engagement with international stakeholders and enhance the consultant's ability to access a broader range of resources and literature.
