Job Overview:
The Programme Specialist P3 position at UNFPA Togo is a critical role that involves working closely with the programme and operations teams within the Togo Country Office. The Specialist will report directly to the Representative and will be responsible for coordinating programme actions, mobilizing resources, and ensuring the timely delivery of high-quality reports across the Country Programme. This position is particularly focused on the Luxambourg project and other sensitive country office projects, including Reproductive Health Commodity security" style="border-bottom: 1px dotted #007bff !important;">Security (RHCS). The Programme Specialist will play a key role in supporting the management of the Country Office's funding strategies and ensuring effective engagement with national authorities, development partners, and other stakeholders. The role requires a proactive approach to identifying funding opportunities, developing proposals, and maintaining strong relationships with donors and partners. The successful candidate will contribute to the overall strategic direction of the Country Office and support the implementation of the Eighth Country Programme while preparing for the Ninth Country Programme, which begins in January 202
  • The position demands a strong understanding of the humanitarian-development-peace nexus and the ability to navigate a complex funding landscape to secure and manage multi-year funding effectively.

Duties and Responsibilities:
The Programme Specialist will be responsible for a wide range of duties, including:
  • Programme Coordination and Resource Mobilization: Coordinate inputs for the implementation and regular updating of the Country Office resource mobilization strategy and annual action plans. Support management in tracking potential donors, funding mechanisms, and emerging funding opportunities. Assist in consolidating and drafting concept notes, funding proposals, and expressions of interest. Prepare background materials and analyses to support donor engagements.
  • Strategic Partnerships and Donor Relations: Maintain professional relationships with government counterparts, bilateral and multilateral partners, and civil society organizations. Prepare technical documents to position UNFPA as a partner of choice in key areas such as sexual and reproductive health and gender equality.
  • Donor Reporting and Results-Based Reporting: Establish and manage a centralized calendar for donor reports, ensuring timely preparation and submission. Coordinate inputs from various teams to ensure consistency in reporting. Gather lessons learned and best practices for advocacy tools.
  • Strategic Positioning, Advocacy, and External Relations: Monitor trends affecting UNFPA's mandate and funding environment. Prepare analytical notes to assist management in decision-making. Contribute to advocacy materials highlighting UNFPA's contributions to national priorities.
  • Programme Planning, Coordination, and Knowledge Management: Work with Programme teams to identify funding priorities and provide technical inputs for planning exercises. Act as the focal point for humanitarian response funds mobilization and management.

Required Qualifications:
The ideal candidate for the Programme Specialist position should possess a master's degree in international development, social sciences, international relations, public administration, business administration, communications, or a related field. Additionally, the candidate should have at least five years of progressively responsible professional experience in project management, resource mobilization, donor relations, and strategic partnerships within an international development context. Experience in developing funding strategies and mobilizing resources from major bilateral and multilateral donors is essential. The candidate should also have a proven track record of managing donor portfolios and preparing complex narrative and results-based reports. A strong understanding of the humanitarian-development nexus, particularly in West Africa, is highly desirable, and previous experience within the UN system would be an advantage.

Educational Background:
Candidates must hold a master's degree in international development, social sciences, international relations, public administration, business administration, communications, or another relevant field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the UNFPA's mission and objectives.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in resource mobilization, donor relations, strategic partnerships, and donor reporting in an international development environment. Candidates should have experience in developing funding strategies and mobilizing resources from major bilateral and multilateral donors or foundations. Demonstrated experience in managing donor portfolios and preparing complex narrative and results-based reports is also essential. A good understanding of the humanitarian-development nexus, particularly in West Africa or comparable contexts, is highly desirable, and previous experience within the UN system would be an advantage.

Languages:
Fluency in French is required for this position, as it is the primary language of communication in Togo. Additionally, a strong working knowledge of English is highly desirable, as it will facilitate communication with international partners and stakeholders. Proficiency in other languages may also be beneficial, depending on the specific context of the projects and partnerships involved.
