Job Overview:
The Associate Human Resources Officer (Services) position is situated within the Human Resources Services (HRS) Division in the Field Offices of UNRWA. This role is crucial for managing various HR functions related to payroll, entitlements, movements, and personnel records. The incumbent will assist their supervisor in overseeing a range of HR services, ensuring compliance with Area Staff Regulations and Rules, and providing guidance and training to assigned staff. The position may involve supervising a small team of general services staff and requires a proactive approach to managing HR activities. The incumbent will be responsible for preparing and reviewing personnel action forms, maintaining accurate records, and ensuring that all HR transactions are processed correctly in the HRM system. This role is vital for maintaining the integrity of personnel records and responding to queries from staff members regarding HR matters. The successful candidate will play a key role in supporting the operational needs of the agency and ensuring that HR services are delivered effectively and efficiently.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including but not limited to:
  • Assisting in the management of HR activities related to staff and personnel in the Field, ensuring compliance with relevant regulations and directives.
  • Preparing, checking, and signing Personnel Action Forms and other related documents for new staff appointments, leaves, allowances, retirements, and separations.
  • Reviewing all HR transactions in the HRM system to ensure accuracy and compliance with payroll elements.
  • Maintaining personnel records and files, ensuring proper filing and responding to staff queries.
  • Preparing summaries and statistical reports related to personnel cases for the supervisor.
  • Allocating work and providing guidance and training to assigned staff.
  • Performing additional duties as assigned by the supervisor to support HR operations.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in human resource management, business administration, or public administration. Desirable qualifications include experience or training in electronic archiving and retrieval systems, knowledge of UNRWA’s Staff Rules and Regulations, and familiarity with HRM systems. Candidates should demonstrate strong organizational skills, the ability to work under pressure, and a commitment to the core values of integrity, professionalism, and respect for diversity.

Educational Background:
A university degree in human resource management, business administration, or public administration is required. This educational background is essential for understanding the complexities of human resource functions and regulations within an international organization like UNRWA.

Experience:
Candidates must have a minimum of three years of relevant experience in human resource management within an international, governmental, or commercial organization. This experience should include at least one year in a supervisory role related to human resources. Proficiency in MS Office applications and office technology is also required, as these tools are essential for performing the duties of the position effectively.

Languages:
For this position, proficiency in English and Arabic is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as per the UN Language Framework. Knowledge of French is considered an asset but is not mandatory.

Additional Notes:
This position is a daily paid assignment for up to six months, with the possibility of extension based on performance and funding availability. The daily rate for this position is $34.28, and the salary may be adjusted based on the work schedule. Candidates must reside in Syria and be within commuting distance of the duty station, with authorization to work in Syria at the time of application. UNRWA will not facilitate work permits, and candidates without valid work permits may have their appointments rescinded.
