Job Overview:
The Administrative and Finance Officer will play a crucial role in overseeing the administrative and financial aspects of a portfolio of individual, donor-funded projects. This position requires ensuring sound financial management, monitoring expenditures and commitments, overseeing procurement and logistics processes, and supporting financial forecasting and budget revisions in accordance with ILO rules and donor requirements. The officer will work under the general supervision of the relevant Manager and in close coordination with the Regional Office for Arab States. The role is strictly dependent on the availability of funding, and the officer will be responsible for managing projects with a total portfolio exceeding US$35 million. This includes providing regular financial delivery reports, assisting project managers with budget management, and ensuring compliance with applicable standards and regulations.

Duties and Responsibilities:
The Administrative and Finance Officer will be responsible for monitoring the progress of over 8 individual projects, reviewing and analyzing work-plans, progress reports, and final reports for clarity and completeness. The officer will provide regular project financial delivery reports to support informed decision-making and propose corrective actions as necessary. They will assist project managers in preparing expenditure requests and budget management, prepare budget estimates, and analyze resource allocation against planned activities. The officer will follow up with various stakeholders to expedite project implementation, engage in consultations for shared costs, supervise office records and communication services, and collaborate with project managers on procurement processes. Additionally, the officer will support contract administration, manage day-to-day operations in administration, finance, and logistics, and ensure compliance with financial transactions. The officer will also draft official correspondence, undertake missions to project sites, support internal audits, and manage the work of Administrative and Finance Assistants.

Required Qualifications:
Candidates must possess a first-level university degree in Business Administration, Procurement, Finance, or a closely related field. An advanced university degree will be considered an advantage. The role requires excellent knowledge of financial and accounting principles, international accounting standards, and public procurement principles. Proficiency in PC software, particularly Microsoft Office, is essential. Candidates should demonstrate strong analytical skills, the ability to interpret financial rules and regulations, and possess good drafting skills in both English and Arabic. The ability to work independently, manage multiple projects under pressure, and demonstrate collaborative teamwork experience is also required.

Educational Background:
The position requires a first-level university degree in Business Administration, Procurement, Finance, or a closely related field. An advanced degree in these areas will be advantageous and may enhance the candidate's prospects for selection.

Experience:
Candidates should have at least one year of professional work experience in a senior administrative, procurement, finance, or accounting role. Experience supervising Admin/Finance Assistants is essential. Familiarity with the United Nations Common System or international organizations, particularly in managing the Admin/Finance of large programs, is highly desirable. Prior experience with an Oracle-based ERP system and e-procurement platforms will be considered an advantage.

Languages:
Excellent knowledge of written and spoken English and Arabic is mandatory for this position. Proficiency in both languages is crucial for effective communication and documentation within the role.

Additional Notes:
The position is a fixed-term contract for 12 months, subject to available funding. The recruitment process for external candidates will typically start at the first step of the salary grade, with an entry-level salary of 31,888 JOD per year.
