Job Overview:
The position of ETC Coordinator CST II is based in the WFP Pacific Multi-Country Office (PMCO) in Suva, Fiji. The incumbent will work under the supervision of the Head of the Technology Unit (TEC) and the Pacific ETC Coordinator. This role is crucial for supporting the strategic planning and implementation of regional Emergency Telecommunications (ETC) preparedness, response, and recovery initiatives across the Pacific. The coordinator will be responsible for managing assigned projects and portfolios, ensuring effective planning and stakeholder engagement, and delivering outputs in close coordination with the Pacific ETC Coordinator and WFP senior management. The role requires providing senior technical support and advice on emergency telecommunications solutions, including satellite communications and radio networks, to partners and government stakeholders. The coordinator will also contribute to capacity assessments, training initiatives, and resource mobilization efforts, ensuring that the ETC activities are strategically positioned in the region. This position is vital for enhancing national infrastructure and preparedness capacities, supporting emergency response operations, and ensuring effective coordination with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the ETC Coordinator CST II include:

• Supporting the strategic planning and implementation of regional ETC preparedness, response, and recovery initiatives across the Pacific.
• Managing assigned projects and portfolios, ensuring effective planning, stakeholder engagement, and delivery of outputs.
• Providing senior technical support and advice on emergency telecommunications solutions to partners and government stakeholders.
• Contributing to the planning and implementation of ICT capacity assessments and technical missions.
• Supporting the design and delivery of capacity development initiatives, including trainings, workshops, and simulation exercises.
• Contributing to resource mobilization and programme development efforts, including inputs to proposals and donor reporting.
• Supporting emergency response operations and deployments, providing coordination and/or technical assistance to government-led responses.
• Capturing, consolidating, and analyzing programme and project data across ETC initiatives.
• Acting as the focal point for Early Warning Systems (EWS) and coordinating with relevant stakeholders. 1
• Contributing to effective coordination and partnership engagement with governments, regional organizations, UN agencies, NGOs, and private sector partners. 1
• Serving as Deputy to the Pacific ETC Coordinator and providing substantive support in coordination and representation of ETC activities. 1
• Performing other related duties as required.
