Job Overview:
The Training and Development Coordinator position is crucial for the World Food Programme's efforts in the Pacific region, particularly in enhancing emergency telecommunications capabilities. The role involves leading the implementation of the Pacific Emergency Telecommunications Cluster (ETC) training program, which is designed based on a comprehensive Analysis of Organizational Training Needs (AOTN). The Coordinator will be responsible for designing and facilitating various training activities, including workshops, virtual learning events, and practical exercises, aimed at strengthening the telecommunications resilience of Pacific Island countries. This position requires collaboration with national authorities and partners to support government-led training initiatives and to promote knowledge sharing across the region. The Coordinator will also maintain and expand the Pacific Waves eLearning Hub, ensuring that training materials are relevant and up-to-date with emerging technologies and regional needs. The role is pivotal in fostering a culture of continuous improvement and capacity development within the Pacific ETC framework, ultimately contributing to the region's preparedness for emergencies.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including leading the implementation and delivery of the Pacific ETC training program, designing and facilitating emergency telecommunications training activities, and acting as a facilitator or subject matter resource for national authorities and partners. The Coordinator will coordinate with subject matter experts and technical specialists to support training activities, promote the Pacific Waves Training Alliance for collaboration among practitioners, and maintain the relevance of training materials. Additionally, the role involves facilitating knowledge-sharing forums, establishing country-specific ownership models for emergency telecommunications capacity development, and designing Train-the-Trainer programs to empower national stakeholders. The Coordinator will apply evaluation methodologies to assess training effectiveness, monitor competency development, and produce regular reports on training achievements and lessons learned. The position also requires identifying opportunities for partnerships that contribute to the sustainability of capacity strengthening initiatives.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as Human Resource Development, Training Management, Adult Education, Capacity Development, Organizational Learning, Emergency Management, or Information and Communications Technology (ICT). Alternatively, a first university degree with additional relevant work experience may be considered. The role demands a minimum of five years of progressively responsible professional experience in areas related to humanitarian preparedness, emergency management, capacity strengthening, or learning and development.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as Human Resource Development, Training Management, Adult Education, Capacity Development, Organizational Learning, Emergency Management, or Information and Communications Technology (ICT). Candidates with a first university degree and additional years of relevant work experience may also be considered eligible for the role.

Experience:
The position requires candidates to have at least five years of progressively responsible professional experience in humanitarian preparedness, emergency management, capacity strengthening, learning and development, or related fields. Languages:
Fluency in English, both oral and written, is mandatory for this position. Candidates should possess a high level of proficiency in English to effectively communicate and facilitate training activities. Additional language skills may be considered an asset but are not explicitly required.
