Job Overview:
The National Consultant Adviser on Data Analytics & Insights will play a crucial role in supporting the implementation of the 2050 Strategy by providing high-quality data analytics, insights, and evidence to inform decision-making, monitoring, and reporting. This position requires close collaboration with the Pacific Community (SPC) and the Pacific Data Hub to ensure alignment of data systems and methodologies across partners. The consultant will be responsible for strengthening data systems, enabling data-driven reporting, and fostering a culture of evidence-based planning and continuous learning across the region. The role demands a high level of expertise in transforming diverse data streams into strategic insights that guide executive decision-making and ensure accountability. The consultant will work closely with various stakeholders, including the UNFPA Population & Development Technical Advisor and the MEL Advisor, to support the delivery of the 2050 Strategy.

Duties and Responsibilities:
The Adviser/Consultant will be responsible for several core work streams:

• Lead Data Systems and Analytics: Provide technical leadership in designing, developing, and managing data systems and analytics to support effective monitoring and evidence-based decision-making for the 2050 Strategy. Develop and maintain data systems, dashboards, and performance tracking tools. Analyze regional data to identify trends, gaps, and emerging issues. Ensure data integrity, quality, and consistency across systems.
• Support Reporting and Evidence Generation: Deliver high-quality data analysis and insights to strengthen reporting and inform decision-making. Prepare analytical briefs, reports, and presentations. Collaborate with the MEL function to integrate robust quantitative analysis into reporting.
• Strengthen Data Coordination and Integration: Enhance coordination of data across regional stakeholders to ensure consistency and accessibility. Promote consistency in data standards and methodologies. Identify and address data gaps across regional systems.
• Support Strategic Decision-Making: Provide technical data and analytics support to enable effective monitoring, evaluation, and reporting. Identify trends and risks to inform policy and program decisions.
• Leadership and Team Contribution: Generate actionable insights and build data capability to support strategic planning and evidence-based decision-making. Contribute to a high-performance team culture and support knowledge sharing and learning within the team and across partners.

Required Qualifications:
Candidates must possess a Master's degree (preferred) with at least 5 years of relevant experience, or a Bachelor's degree in statistics, data science, econometrics, public health, or related fields with a minimum of 7 years of experience. Candidates should have at least 5 years of relevant work experience in data analysis, business intelligence, information management, or monitoring, evaluation, and learning (MEL). Proficiency in statistical analysis and the ability to produce clear, timely reports and visualizations are essential. Familiarity with MEL frameworks and sector-specific experience, preferably in the region, is also required. Excellent oral and written communication skills are necessary.

Educational Background:
The ideal candidate should have a Master's degree in a relevant field such as statistics, data science, econometrics, public health, or a related discipline. A Bachelor's degree is acceptable if accompanied by significant relevant experience. The educational background should provide a strong foundation in data analysis and statistical methodologies, equipping the candidate with the necessary skills to perform the job effectively.

Experience:
Candidates should have a minimum of 5 years of relevant work experience in data analysis, business intelligence, information management, or MEL. This experience should include proficiency in statistical analysis, interpreting complex datasets, and drawing evidence-based insights. Familiarity with monitoring and evaluation frameworks and sector-specific experience, preferably in the Pacific region, is highly desirable. The candidate should also have experience in producing reports and visualizations that communicate complex data effectively.

Languages:
Fluency in English is mandatory, and proficiency in the national language of Fiji is also required. Additional language skills may be considered an asset, particularly if they enhance communication with local stakeholders and partners.

• The consultant is required to use their own laptop for the duration of the engagement. Payment will be made on a monthly schedule after the submission and approval of monthly reports.
