Job Overview: The Chief of Section will be responsible for providing policy, operational, and advisory guidance to the global Secretariat client entities. Duties and Responsibilities: The Chief of Section will undertake a variety of responsibilities, including: providing policy and operational guidance to client entities; planning and overseeing the management of Section activities; ensuring timely delivery of work programs; advising on administrative and crisis response support; developing and implementing programs/projects; fostering teamwork and communication among staff; managing budgets and performance parameters; recruiting staff while considering geographical and gender balance; and representing the organization at inter-agency meetings. The role also involves preparing inputs for the work program, determining priorities, and allocating resources effectively.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, finance, human resources, programme management, supply chain, international relations, accounting, law, or a related area. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate a strong understanding of UN rules and regulations, as well as the ability to produce technical reports and manage complex projects.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, human resources, or international relations is required. A first-level university degree may be accepted with additional qualifying experience. This educational background is essential for understanding the complexities of operational support and human resources management within the UN framework.
Experience: A minimum of ten years of progressively responsible experience in programme management, administration, finance, human resources, or related operational support fields is required. Candidates should have experience leading strategic and operational planning at an executive level, collaborating with diverse international stakeholders, managing complex budgets, and advising senior leadership on sensitive operational issues. Experience in field-based, emergency, or humanitarian settings is also essential, as is experience coordinating organizational transitions involving multiple partners.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. The ability to communicate effectively in both languages is beneficial for collaboration within the UN system and with international partners.
