Job Overview: The Adviser on Gender Equality plays a crucial role in promoting gender equality and women's participation in political and public life within the framework of ODIHR's mandate. This position is focused on designing, implementing, and evaluating programs that advance gender equality, ensuring that both women and men have equal opportunities in political and public spheres. The Adviser will provide expert advice to participating States, guiding them in strengthening inclusive democratic institutions and assessing national gender equality strategies. The role requires a deep understanding of gender issues in politics and the ability to engage with various stakeholders, including parliaments, political parties, and civil society organizations. The Adviser will also be responsible for conducting policy analysis, monitoring legislation affecting women's rights, and preparing analytical reports and recommendations to influence policy changes.
Duties and Responsibilities: The Adviser on Gender Equality will undertake a variety of tasks, including:
Designing and delivering gender equality programs by identifying priorities, developing methodologies, managing implementation, and evaluating results.
Providing policy analysis by monitoring and analyzing public policy, legislation, and state practices affecting women's rights and gender equality.
Leading knowledge and advocacy efforts at OSCE and other international forums by preparing substantive inputs and delivering presentations.
Coordinating across OSCE and with partners to ensure systematic collaboration and maximize impact.
Representing ODIHR and providing expert advice to participating States and stakeholders at conferences and meetings.
Managing resources and delivery by overseeing consultant recruitment, organizing workshops, and ensuring compliance with OSCE/ODIHR rules.
Required Qualifications: Candidates must possess a first-level university degree in gender studies, social and political science, law, sociology, public administration, or related fields. Additionally, a minimum of seven years of progressively responsible professional experience in gender equality and women's participation in political life is required, with at least five years of experience for those holding a second-level university degree. Proven experience in designing, planning, and managing projects that support gender equality is essential, along with a strong knowledge of international instruments promoting gender equality and an understanding of their implementation.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as gender studies, social and political science, law, sociology, or public administration. A second-level university degree is preferred and can reduce the required years of experience from seven to five.
Experience: Candidates should have a minimum of seven years of relevant professional experience, with at least five years required for those with a second-level university degree. Experience at the international level is essential, particularly in roles that involve gender equality and women's participation in political life. Proven experience in project management related to gender equality is also necessary.
Languages: Excellent written and oral proficiency in English is mandatory. Knowledge of Russian is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders across the OSCE region.
Additional Notes: This position is open for secondment only, meaning that candidates must be nominated by their respective authorities. All costs related to the assignment at OSCE/ODIHR must be borne by the nominating authorities. The OSCE does not provide a Board and Lodging Allowance for seconded staff members. The contract type is international secondment, and the position is full-time. The maximum period of service in this post is 10 years, and candidates are expected to conduct themselves in a manner befitting the status of an international civil servant.
