Job Overview:
The role of the International Gender Mainstreaming Consultant is pivotal in leading the review, update, and operationalization of the Central Election Commission's (CEC) Gender Action Plan (GAP). This position requires a comprehensive understanding of international standards and best practices in gender equality, particularly within electoral processes. The consultant will work closely with the CEC and local stakeholders to ensure that the updated GAP aligns with Kosovo's legal and policy frameworks. The consultant will be responsible for developing methodologies, facilitating consultative forums, and drafting the updated GAP, which will include strategic objectives, indicators, and a monitoring framework. This assignment is crucial for promoting gender equality and enhancing women's participation in electoral processes, thereby contributing to the overall integrity and transparency of elections in Kosovo.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including leading the review and analysis of the existing Gender Action Plan (GAP) by conducting a comprehensive baseline assessment. This involves coordinating with the local consultant and the OSCE Activity Manager to organize and facilitate consultative forums, designing the consultative approach, tools, and methodology. The consultant will analyze inputs collected during these forums to formulate key recommendations and priorities. Additionally, the consultant will draft the updated GAP, ensuring it includes strategic objectives, indicators, implementation mechanisms, and a monitoring framework. The consultant will also consult with relevant OSCE structures to ensure alignment with international standards and best practices, support the validation and finalization of the updated GAP, and submit a final report summarizing the consultancy assignment.

Required Qualifications:
Candidates must possess an advanced university degree in political science, social sciences, public policy, international relations, or a related field. A minimum of seven years of relevant experience in governance, public institutions, or international development is required, with proven experience in leading strategic gender equality initiatives internationally. Candidates should have completed at least three similar international assignments focused on advancing gender equality or developing Gender Action Plans, as well as drafting related strategic documents and policies. Proven experience in designing, leading, and facilitating international-level workshops and multi-stakeholder consultations is essential. Strong organizational and analytical skills, along with the ability to coordinate international and local teams, are also necessary.

Educational Background:
A Master's Degree (Second-level university degree or equivalent) in a relevant field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the objectives of the assignment.

Experience:
The position requires a minimum of seven years of relevant experience in governance, public institutions, or international development. Candidates should have a strong track record of leading strategic gender equality initiatives and should have completed at least three similar international assignments focused on gender equality or developing Gender Action Plans. Experience in drafting related strategic documents, policies, and implementation frameworks is also necessary.

Languages:
Excellent command of English, both written and spoken, is mandatory for this position. Knowledge of Albanian or Serbian is considered an asset but is not mandatory. Proficiency in these languages may enhance communication with local stakeholders and facilitate the consultative process.

Additional Notes:
The consultant will be hired for a total of 48 working days. The remuneration package will be based on the selected consultant's qualifications, experience, and the tasks and deliverables outlined for this position, in accordance with the OSCE's established rates.
