Job Overview:
The Monitoring and Evaluation (M&E) Officer will play a crucial role in supporting the Adaptation Fund's efforts to monitor and evaluate its portfolio of climate change adaptation projects. This position is situated within the Results Impact and Knowledge (RIK) Team, which is responsible for enhancing results-based management and ensuring the quality and credibility of results data across the Fund's portfolio. The selected candidate will be tasked with reviewing project performance reports, assessing compliance with the Fund's strategic results framework, and contributing to the development of operational guidelines and tools. The role also involves engaging with various stakeholders, representing the Fund in international forums, and facilitating knowledge sharing among adaptation stakeholders. The M&E Officer will be expected to manage the Fund's portfolio effectively, ensuring alignment with operational policies and guidelines, and supporting evidence-based decision-making to inform strategic direction.

Duties and Responsibilities:
The successful candidate will be responsible for a range of duties, including:

• Supporting the technical review of project/programme performance reports submitted by Adaptation Fund Implementing Entities (IEs), ensuring the quality and credibility of reported results data.
• Reviewing project-related reports, including proposals and change requests, to assess consistency with the Strategic Results Framework and results-based management requirements.
• Leading or participating in portfolio monitoring missions to facilitate learning from project implementation and sharing knowledge with adaptation stakeholders.
• Assisting in the preparation of Board documents, strategy and policy documents, and other materials to support effective delivery of the Fund's portfolio.
• Representing the Fund in various international forums and meetings, including those convened under the UNFCCC.
• Supporting the Secretariat in preparing operational guidelines and tools, and contributing to other strategic and operational areas related to results and knowledge management.

Required Qualifications:
Candidates must possess a master's degree in environmental or social sciences, engineering, environmental policy and economics, social development, or a related field relevant to climate change adaptation. Additionally, a minimum of 7 years of relevant experience is required, demonstrating expertise in environmental and social management systems, safeguards policy, and the implementation of standards and action plans. Proven experience in designing, implementing, monitoring, and evaluating adaptation projects in developing countries is essential, along with familiarity with qualitative and quantitative monitoring, evaluation, and learning (MEL) methods.

Educational Background:
A master's degree in a relevant field such as environmental or social sciences, engineering, environmental policy and economics, or social development is required for this position. This educational background should provide a solid foundation for understanding the complexities of climate change adaptation and the necessary skills for effective monitoring and evaluation of related projects.

Experience:
Candidates should have at least 7 years of relevant experience in the field of climate change adaptation, particularly in developing countries. This experience should include a demonstrated track record in managing projects and programs related to environmental and social management, as well as experience in stakeholder engagement and collaboration with various partners, including governments, NGOs, and international organizations.

Languages:
Fluency in English and Spanish is mandatory for this position, while proficiency in French is considered desirable. This multilingual capability is essential for effective communication and collaboration with diverse stakeholders involved in climate change adaptation efforts.
