• The IGF operates under the auspices of the United Nations and is dedicated to fostering a multi-stakeholder dialogue on Internet governance. The IGF Secretariat is based at the United Nations Office at Geneva (UNOG). The organization aims to enhance the sustainability, robustness, security" style="border-bottom: 1px dotted #007bff !important;">security, stability, and development of the Internet through collaborative discussions and policy recommendations. The IGF has evolved to include various intersessional workstreams that complement its annual meetings, allowing for continuous engagement and output generation throughout the year. The IGF's mission is to provide a platform for diverse stakeholders to engage in discussions that inform policy debates and decision-making processes regarding Internet governance and digital policy issues.

Job Overview:
The consultant will play a crucial role in facilitating and documenting the work of two Policy Networks: the Policy Network on Cybersecurity (PNC) and the Policy Network on Digital Inclusion (PNDI). This position requires collaboration with MAG-appointed facilitators to develop implementation strategies and work plans for each network. The consultant will be responsible for hosting and reporting on meetings, synthesizing discussions, and drafting outputs that reflect the community's contributions. The outputs produced will serve as valuable resources for stakeholders and will inform discussions in relevant policy forums. The consultant will also engage with the broader community to gather insights and feedback, ensuring that the outputs are iterative and responsive to the evolving landscape of digital policy.

Duties and Responsibilities:

• Collaborate with MAG-appointed facilitators to develop implementation strategies and work plans for the PNC and PNDI.
• Advise the PNs on actions to respond to recommendations from the UN Secretary-General and enhance the IGF's impact.
• Monitor and manage discussion mailing lists, document meetings, and compile summaries for output documents.
• Gather information on PNs' subjects in consultation with facilitators and stakeholders.
• Support facilitators in organizing sessions at the annual IGF meeting and summarize discussions.
• Contribute to drafting the IGF 2026 Messages based on session reports.
• Prepare substantive output reports for PNC and PNDI, incorporating community inputs and independent research.
• Engage the wider community for feedback on draft reports and incorporate comments.
• Prepare materials for press briefings and outreach ahead of PNs sessions. 1
• Act as rapporteur, summarizing inputs and compiling final drafts. 1
• Produce publishable summaries for the IGF website and coordinate with the Secretariat on document layout. 1
• Contribute to capacity development activities by integrating PNC and PNDI inputs into workshops.

Required Qualifications:

• A Master’s degree in information communication technologies, social sciences, development studies, management, or related fields, or 2 additional years of relevant work experience in lieu of a Master's Degree.
• A minimum of 5 years of professional experience in analytical work related to ICT, Internet governance, digital public policymaking, and capacity building.
• Proven experience in drafting high-level reports and synthesizing complex information.
• High-level knowledge in cybersecurity, digital inclusion, gender policy, and participatory policy development is required.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as information communication technologies, social sciences, development studies, or management. Alternatively, candidates with 2 additional years of relevant work experience may be considered in lieu of a Master's Degree.

Experience:
The position requires a minimum of 5 years of professional experience, particularly in areas related to ICT, Internet governance, and digital public policymaking. Candidates should have considerable experience in drafting reports and synthesizing complex information, demonstrating high-level knowledge in relevant areas.

Languages:
Excellent written and oral English language skills are mandatory. Knowledge of another official UN language is desirable, enhancing the candidate's ability to engage with diverse stakeholders.
