Job Overview: The UN Administrative Officer position is pivotal within the IIMM, as it heads the Administration Section and reports directly to the Deputy Head of the IIMM. The role encompasses a wide range of administrative functions, including budget and finance management, general administration, and human resource management. The Administrative Officer is expected to lead the preparation and implementation of the work program and budget, ensuring alignment with the IIMM's priorities and objectives. This includes monitoring budgetary allocations, drafting reports, and proposing corrective measures when necessary. The position also involves implementing support services, providing advice on human resource administration, and coordinating governance activities. The Administrative Officer will play a crucial role in managing corporate strategies related to mental health, gender inclusion, and other key areas, while also supervising junior staff and ensuring compliance with UN policies and procedures.
Duties and Responsibilities: The Administrative Officer will be responsible for the following duties:
Leading and coordinating the preparation and implementation of the work program and budget, ensuring compatibility with work priorities and objectives.
Monitoring and controlling budgetary allocations through regular reviews and drafting routine and ad hoc outputs.
Establishing and maintaining sound policies, procedures, and tools for the implementation of the IIMM's mandate.
Implementing and monitoring support services, including procurement, transport, travel, and IT support.
Advising senior managers on human resource and financial administration issues.
Coordinating institutional governance activities, including internal control monitoring and risk management.
Managing the Delegation of Authority within the entity.
Liaising with the UN Office for Geneva on human resource activities, ensuring consistency in the application of UN rules.
Supervising and providing guidance to junior staff. 1
Performing other related work as required.
Required Qualifications: Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply various United Nations administrative rules and regulations in work situations. Candidates must have conceptual analytical and evaluative skills to conduct independent research and analysis, as well as the ability to identify issues, formulate opinions, and make recommendations. A commitment to gender perspectives and ensuring equal participation of women and men in all areas of work is essential. Additionally, candidates should exhibit professionalism, teamwork, and effective planning and organizing skills.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of administrative and financial management within the UN framework.
Experience: A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field is required. This experience should include advising senior managers on resource planning and implementation, as well as coordinating internal control monitoring and enterprise risk management. Candidates must have experience working in an entity conducting criminal investigations or criminal proceedings, managing a team, and interpreting and applying UN policies, rules, and regulations in relevant areas.
Languages: English and French are the working languages of the United Nations Secretariat. For this job opening, proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Knowledge of French is considered an asset and may enhance a candidate's application, but it is not mandatory.
