Job Overview:
The Chief of Service, Conduct and Discipline, plays a critical role within the Conduct and Discipline Service (CDS) of the Administrative Law Division (ALD) in the Department of Management Strategy, Policy and Compliance (DMSPC). This position is responsible for formulating and implementing the work program of CDS, ensuring that activities are executed in a timely manner while coordinating efforts across various UN departments and organizations. The Chief will lead initiatives aimed at preventing misconduct, particularly focusing on issues such as sexual exploitation and abuse (SEA) and sexual harassment (SH). This role requires strategic oversight of accountability measures for UN personnel and the implementation of proposals from the Secretary-General regarding misconduct prevention. The Chief will also manage team leads, oversee report preparations for intergovernmental bodies, and ensure high-quality outputs that comply with UN standards. The position demands a proactive approach to leadership, fostering collaboration and innovation within the team and across the UN system.

Duties and Responsibilities:
The Chief of Service, Conduct and Discipline, will be responsible for a wide range of duties, including:
  • Formulating and implementing the substantive work program of CDS, ensuring timely execution of activities.
  • Leading and supervising the work of CDS, providing input on organizational guidelines and policies.
  • Strengthening the UN's collective response to misconduct, focusing on SEA and SH.
  • Overseeing strategic and programmatic activities to ensure accountability among UN personnel.
  • Implementing proposals from the Secretary-General related to misconduct prevention.
  • Coordinating the development of awareness and preventive programs to ensure compliance with UN standards.
  • Managing team leads during official visits and meetings, ensuring substantive input from CDS.
  • Preparing reports for intergovernmental bodies and ensuring high-quality outputs.
  • Assisting the Director in resource allocation and work program preparation. 1
  • Undertaking administrative tasks necessary for ALD's functioning, including budget preparation and staff evaluations. 1
  • Leveraging technology and IT tools to enhance program delivery.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, law, or a related area. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate a strong understanding of UN rules and regulations, as well as a commitment to maintaining high ethical standards in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, law, or a related area is required for this position. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience, showcasing the candidate's capability to fulfill the role effectively.

Experience:
Candidates must have a minimum of fifteen (15) years of progressively responsible professional experience in areas related to conduct and discipline, misconduct investigations, or administrative law within a large international organization. At least five (5) years of this experience should be at the international level in a senior leadership role, managing multidisciplinary teams and delivering outputs related to conduct, discipline, or accountability. Experience in overseeing misconduct frameworks and coordinating with various stakeholders is essential, along with familiarity with digital tools for program oversight.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in these languages according to the UN Language Framework.
