Job Overview:
The consultancy aims to ensure the effective and timely implementation of the HPMP Stage II (Second Tranche) activities in Ghana. The consultant will be responsible for organizing and delivering training workshops, coordinating the provision of equipment and toolkits to designated institutions, and implementing targeted awareness campaigns. These actions are crucial for improving refrigerant containment practices, enhancing technical capacity in the Refrigeration and Air-Conditioning (RAC) servicing sector, and supporting national efforts to reduce HCFC consumption in Ghana. The consultant will work closely with national stakeholders, including the National Ozone Unit, and will be supervised by the Montreal Protocol Unit within UNEP's Law Division, Africa Office.

Duties and Responsibilities:

• Work Planning and Coordination: The consultant will coordinate with the National Ozone Unit (NOU), UNEP, NARWOA, RAAG, technical universities, centers of excellence, and other RAC stakeholders to prepare and submit a detailed work plan and implementation schedule. Participation in coordination and review meetings will be essential to support effective planning and implementation of RAC sector activities.
• Implementation of RAC Sector Activities: This includes strengthening the institutional capacity of NARWOA by organizing leadership and professional development seminars, training RAC servicing technicians, building the capacity of the RAC Engineers Association of Ghana, and organizing workshops for RAC technicians on low-global-warming-potential technologies.
• Awareness, Outreach, and Stakeholder Engagement: The consultant will conduct awareness workshops, organize mass-media awareness events, and engage with various stakeholders to promote energy-efficient RAC technologies.
• Project Monitoring and Reporting: The consultant will prepare periodic progress reports and a comprehensive final report documenting all project achievements, lessons learned, and recommendations for future interventions.

Required Qualifications:
The position requires a Master’s degree in engineering, environmental science, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of five years of progressively responsible professional experience in engineering, environmental science, refrigeration technology, or a related field is essential. Candidates should possess technical expertise in the RAC sector, including knowledge of servicing practices, refrigerant containment, recovery and recycling, and safe handling of low-GWP and flammable refrigerants. Knowledge of technical issues related to ozone-depleting substances and experience with Montreal Protocol and HPMP-related activities are highly desirable.

Educational Background:
Candidates must hold a Master’s degree in engineering, environmental science, or a related field. A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree. This educational background is critical for understanding the complexities of the RAC sector and the environmental challenges associated with refrigerants.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in relevant fields such as engineering, environmental science, or refrigeration technology. Candidates should have practical knowledge of servicing practices, refrigerant containment, and the implementation of activities related to the Montreal Protocol. Experience in stakeholder consultations at national and regional levels is also required, demonstrating the ability to engage effectively with government agencies, private sector actors, training institutions, and industry associations.

Languages:
Fluency in oral and written English is mandatory for this position. This proficiency is essential for effective communication, reporting, and stakeholder engagement throughout the consultancy.
