Job Overview:
The Programme Management Officer position is situated within the Office of the Under-Secretary-General in the Department of Operational Support, specifically in the Performance and Analytics Section. This role is pivotal in supporting the development, implementation, monitoring, and evaluation of various programs and operations aimed at enhancing organizational performance. The incumbent will engage in problem-solving and analytics deliverables, contributing to the continuous transformation of the Department. The position requires a proactive approach to identifying issues, proposing solutions, and collaborating with various stakeholders to ensure the successful execution of departmental initiatives. The Programme Officer will also be responsible for providing strategic guidance on integrating innovative practices into organizational processes, thereby facilitating effective change management and operational support.

Duties and Responsibilities:
The Programme Officer will undertake a variety of responsibilities, including but not limited to: participating in the development and evaluation of frameworks and projects related to departmental performance; monitoring and analyzing implementation progress; providing strategic guidance on innovation and data integration; supporting organizational reform initiatives; conducting research and analysis to inform decision-making; preparing written outputs such as reports and background papers; providing support for meetings and conferences; conducting outreach activities and training workshops; and performing other duties as required. The role demands a high level of professionalism, analytical skills, and the ability to manage multiple priorities effectively.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to project and program management. They should demonstrate the ability to identify and analyze issues, conduct independent research, and apply judgment in various contexts. The role requires excellent organizational skills, the ability to plan and prioritize tasks effectively, and a commitment to gender equality in all areas of work. Candidates should also be technologically savvy, keeping abreast of relevant technologies and applying them effectively in their work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of program management within the UN framework.

Experience:
A minimum of five years of relevant experience in project or program management, administration, or a related area is required. Candidates should have experience in driving and managing innovation initiatives, particularly within the United Nations or similar international organizations. Experience in communicating complex data-related matters to diverse audiences, including senior management, is essential. Additionally, experience in developing communication products and facilitating interactive sessions is desirable, as is experience in using data analysis for decision-making.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, also requiring a proficiency level of UN Level II. Proficiency in both languages will enhance the candidate's ability to communicate effectively within the UN's multilingual environment.
