Job Overview:
The position of Consultant National Spécialiste du Développement Socio-Économique et de l'Égalité des Sexes is crucial for the evaluation of the United Nations Sustainable Development Cooperation Framework (CCDD) for Togo for the period 2023-202

• This role involves assessing the effectiveness of the UN's collaborative support aligned with national priorities to achieve the 2030 Agenda. The consultant will work closely with an international team leader and other national consultants to evaluate the CCDD's contributions to sustainable development outcomes, human rights promotion, and gender equality. The consultant will also analyze the UN's adaptability to institutional constraints and socio-economic vulnerabilities in Togo, ensuring that the evaluation incorporates gender-sensitive methodologies and inclusive governance principles.

Duties and Responsibilities:
The consultant will be responsible for covering aspects related to human development and social inclusion in the evaluation, with a focus on gender equality. Key responsibilities include: (i) Evaluating the relevance and effectiveness of UN interventions in sectors such as health, education, and social protection; (ii) Analyzing gender equality outcomes and ensuring the application of gender-sensitive evaluation methodologies; (iii) Conducting preliminary analyses and drafting reports that summarize findings and recommendations; (iv) Collaborating with the international consultant and governance specialist to ensure comprehensive evaluation coverage; (v) Engaging with vulnerable communities, particularly women and youth, to gather insights and feedback; (vi) Contributing to the final evaluation report, ensuring it meets UN standards and guidelines.

Required Qualifications:
Candidates must possess a university degree (master's or equivalent) in economics, social sciences, public health, education, gender studies, development studies, or a related field. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. Candidates should have at least five years of professional experience in designing, implementing, or evaluating social development programs, with a strong emphasis on results-based management. Experience in data collection and analysis, as well as applying gender-sensitive and human rights-based evaluation approaches, is essential. A solid understanding of social sector challenges in Togo, particularly in maternal and child health, education, nutrition, hygiene, sanitation, and the prevention of sexual and gender-based violence, is required. Familiarity with the UN system is also necessary.

Educational Background:
A master's degree in a relevant field such as economics, social sciences, public health, education, gender studies, or development studies is required. Alternatively, a bachelor's degree with two additional years of relevant experience may be considered. The educational background should provide a strong foundation for understanding social development issues and methodologies relevant to the evaluation process.

Experience:
Candidates should have a minimum of five years of experience in the social development sector, specifically in design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, or evaluation. This experience should include significant exposure to results-based management practices and methodologies. Experience in conducting participatory evaluations, particularly with women, youth, and vulnerable communities, is highly desirable. Additionally, candidates should demonstrate a proven track record in data collection and analysis, particularly in contexts sensitive to gender and human rights.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication in Togo. Knowledge of English is considered an asset, as it may facilitate collaboration with international teams and access to broader resources and literature.

Additional Notes:
The position is part-time and expected to last for six months. The consultant will work under the supervision of an international consultant and in close collaboration with other national specialists.
