Job Overview: The position of Consultant - Instructional Design Specialist at the IAEA involves designing and developing training courses utilizing eLearning authoring tools. The consultant will collaborate with Subject Matter Experts (SMEs) to create accurate and effective training materials, ensuring that the design and development processes are grounded in learning theory and current best practices. The role is crucial for supporting the Department of Safeguards in its mission to prevent the proliferation of nuclear weapons by providing specialized training to staff and Member States. The consultant will be responsible for developing both eLearning modules and in-person training components, ensuring that all materials meet quality standards and accessibility requirements. This position requires a strong understanding of instructional design principles and the ability to apply them in a technical context.
Duties and Responsibilities: The Consultant will have a range of responsibilities, including:
Supporting the design and development of specialized safeguards technical training modules as part of an advanced induction program.
Collecting and analyzing reference materials, consulting with SMEs, and documenting findings to inform course design and development.
Reviewing and amending course design plans, instructional outlines, learning objectives, assessments, and blended design plans in accordance with the instructional framework.
Developing eLearning modules and in-person components, facilitator guides, learner materials, interactive learning resources, and associated training documentation.
Conducting reviews and quality assurance activities, incorporating feedback from instructional designers, SMEs, program management, and pilot participants.
Finalizing course materials through testing, revision, and refinement, ensuring compliance with program quality standards, accessibility requirements, and instructional design best practices.
Contributing to the implementation of the project workplan and supporting the timely delivery of agreed outputs.
Required Qualifications: The ideal candidate will possess the following qualifications:
Advanced university degree in instructional design, education, learning sciences, educational technology, adult learning, or a related field.
A first-level university degree in combination with additional relevant experience in instructional design, eLearning development, or technical training development may be accepted in lieu of an advanced degree.
At least five years of experience in instructional design, learning and development, training development, or a related area.
Proven experience designing and developing instructor-led, eLearning, and blended learning programs, including applying structured instructional design approaches to develop learning objectives, assessments, practical exercises, and training materials.
Proficiency in eLearning authoring tools, including Articulate Storyline and Articulate 36
Experience working with subject matter experts to analyze needs and develop technical or professional training materials.
Excellent written and spoken English.
Educational Background: Candidates must have an advanced university degree in instructional design, education, learning sciences, educational technology, adult learning, or a related field. Alternatively, a first-level university degree combined with additional relevant experience in instructional design, eLearning development, or technical training development may be accepted in lieu of an advanced degree. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively design and develop training programs that meet the needs of the IAEA and its stakeholders.
Experience: The position requires at least five years of relevant experience in instructional design, learning and development, training development, or a related area. Candidates should have proven experience in designing and developing various types of learning programs, including instructor-led, eLearning, and blended learning formats. This experience should demonstrate the ability to apply structured instructional design approaches to create effective learning objectives, assessments, and training materials. Additionally, familiarity with the specific context of nuclear safeguards and non-proliferation will be advantageous.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the IAEA. Additionally, fluency in any other IAEA official language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an asset and will enhance the candidate's ability to collaborate with diverse stakeholders and contribute to the agency's mission.
Additional Notes: The consultancy position offers a daily fee of up to a maximum of €300, which is determined based on the candidate's qualifications and experience. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities will fall on the incumbent. This position may involve working on a contract basis, and the specific duration of the contract will be discussed during the hiring process.
