Job Overview: The Adviser on Gender Issues position is a seconded role that corresponds to a P3-level position within the UN common system. The selected candidate will provide programmatic expertise in mainstreaming gender across OSCE programs, particularly focusing on economic and environmental security. This role involves collaborating with various departments within the OSCE Secretariat, Institutions, and field operations to ensure a consistent approach to integrating gender perspectives in their activities. The successful candidate will also be responsible for drafting reports, proposals, and briefings related to gender equality, and will represent the Senior Adviser on Gender Issues in meetings and conferences. This position is crucial for advancing the OSCE's commitments to gender equality and ensuring that gender considerations are integrated into all relevant policies and projects.
Duties and Responsibilities: The selected candidate will have a range of responsibilities, including:
Providing expertise to OSCE departments and field operations on integrating gender perspectives into their programs, particularly in economic and environmental affairs.
Offering technical inputs on gender mainstreaming priorities to senior management and collaborating with the Office of the Co-ordinator of OSCE Economic and Environmental Activities.
Drafting briefings, proposals, and reports, including contributions to the OSCE Annual Progress Report on gender equality.
Advising on the design and implementation of projects that promote gender inclusion in comprehensive security.
Monitoring the implementation of gender-related projects to ensure compliance with OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
Performing other related duties as assigned by the Senior Adviser on Gender Issues.
Required Qualifications: Candidates must possess a second-level university degree in gender studies, international relations, political sciences, economics, environmental sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues is required, with seven years of experience necessary for those holding a first-level university degree. Candidates should have solid experience in program management within bi- or multi-lateral development organizations, including field operations, and a strong understanding of international texts and conventions related to gender equality, particularly the Women, Peace and Security Agenda.
Educational Background: The educational background required for this position includes a second-level university degree in relevant fields such as gender studies, international relations, political sciences, economics, or environmental sciences. A first-level university degree in these fields, combined with two additional years of relevant experience, is also acceptable. This educational foundation is essential for understanding the complexities of gender issues and their integration into OSCE programs and policies.
Experience: Candidates should have a minimum of five years of professional experience in gender issues, human rights, or economic and environmental matters. Those with a first-level university degree must have at least seven years of relevant experience. This experience should include program management in bi- or multi-lateral development organizations, demonstrating the ability to analyze and evaluate critical matters in the field of gender equality, particularly in economic and environmental contexts.
Languages: Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Knowledge of other OSCE working languages, especially Russian, is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their tasks and activities.
