Job Overview: The HR Supervisor plays a crucial role in supporting the HR Coordinator in the implementation of national HR policies and ensuring compliance with both HR and SI regulations across the mission. This position involves managing both national and international HR administration, which encompasses various functions such as recruitment and selection, personnel and contracts management, compensation and benefits, learning and development, performance management, and legal compliance. The HR Supervisor is expected to contribute to the overall effectiveness of the HR department by ensuring that all HR processes are executed efficiently and in alignment with the organization's goals and local labor laws. The role is vital in maintaining a motivated workforce and ensuring that the organization adheres to best practices in human resources management.
Duties and Responsibilities: The HR Supervisor will be responsible for a wide range of duties under the supervision of the HR Coordinator. Key responsibilities include:
Managing national employees' HR management by supporting the implementation of national HR policies and ensuring alignment with SI regulations and local labor laws.
Overseeing the recruitment process for national staff, which includes job postings, application screening, technical test facilitation, interview coordination, and recruitment tracking.
Handling onboarding and offboarding processes for national staff.
Ensuring proper contract management and personnel file maintenance while adhering to employment laws.
Processing payroll using HR software (HOMERE) and ensuring compliance with tax and social security" style="border-bottom: 1px dotted #007bff !important;">security regulations.
Compiling and submitting HR reports on recruitment, payroll, social security, and tax updates to headquarters.
Maintaining relationships with Syrian authorities and representing SI Syria in official HR-related matters.
Managing international employees' administrative follow-up, including per diems, break allowances, and other benefits.
Organizing onboarding processes for new international employees and maintaining the international employees' database. 1
Acting as a liaison between headquarters and expatriates for administrative follow-up and ensuring proper archiving of documents according to SI standards.
Required Qualifications: Candidates must possess a Bachelor's degree, preferably in Human Resources, Business Administration, or a related field. Additionally, candidates should have experience in the humanitarian sector, with 0-2 years of relevant experience and 3-4 years in a similar position. The ideal candidate should demonstrate strong technical skills in recruitment and selection, personnel management, and compensation and benefits. Furthermore, candidates should exhibit excellent communication skills, time management abilities, and the capacity to work autonomously and under pressure. Strong computer skills are essential for this role.
Educational Background: A Bachelor's degree is required for this position, ideally in Human Resources, Business Administration, or a related field. This educational background provides the foundational knowledge necessary for effective HR management and understanding of organizational dynamics within the humanitarian sector.
Experience: The position requires candidates to have a minimum of 0-2 years of experience in the humanitarian sector, along with 3-4 years of experience in a similar HR role. This level of experience is crucial for understanding the complexities of HR management in a challenging environment and for effectively supporting the HR Coordinator in various administrative functions.
Languages: Fluency in English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, ensuring that HR policies and procedures are understood and implemented correctly.
