Job Overview: The Operations Officer plays a crucial role in ensuring the efficient and compliant operational support of Relief International's activities. This position encompasses a variety of responsibilities including procurement, office management, asset management, and fleet operations. The Operations Officer is tasked with managing procurement processes in accordance with RI policies, overseeing the administration of office facilities, and supervising fleet operations, which includes vehicle allocation, maintenance, and driver oversight. The role is integral to the effective implementation of programs, ensuring that all operational aspects are aligned with the organization's goals and standards. The Operations Officer must demonstrate strong organizational skills, the ability to work collaboratively with diverse teams, and a commitment to maintaining high standards of conduct and ethics in all interactions.
Duties and Responsibilities: The Operations Officer's duties and responsibilities include:
Office Management: - Support daily office administration and ensure functionality of office facilities. - Maintain office supply inventories and coordinate replenishment. - Monitor utilities and office services, reporting maintenance needs. - Supervise office cleaning staff and monitor contracted support services. - Perform other duties as assigned.
Assets Management: - Maintain the asset register, ensuring assets are tagged and inventory records are updated. - Support periodic physical asset verification under the guidance of the SCO Manager. - Coordinate with procurement for asset registration and tagging. - Perform other duties as assigned.
Fleet Management: - Understand and apply RI fleet management policies. - Prepare and maintain the weekly fleet movement plan under supervision. - Collect log sheets from drivers and prepare payroll documentation. - Conduct quarterly vehicle checks to ensure compliance with standards. - Perform other duties as assigned.
Procurement: - Assist staff with timely completion of purchase requests and documentation. - Support day-to-day procurement activities and monitor implementation. - Update procurement trackers and maintain contracts. - Follow up with Finance on vendor payments and resolve procurement-related issues. - Maintain a vendor database and support coordination across the Syria Supply Chain and Operations Department. - Document regular operational meetings between Damascus and field locations. - Perform other duties as assigned.
Behavior and Conduct: - Uphold the highest standards of behavior in accordance with RI’s code of conduct and safeguarding policies. - Model ethical conduct for team members and ensure safety for the RI team and communities served. - Ensure external stakeholders are aware of RI conduct and reporting mechanisms and report any concerns.
Required Qualifications: The essential qualifications for the Operations Officer position include: - A Bachelor’s degree in Business Administration or a related field. - 2-3 years of experience in similar roles, preferably within an NGO context. - Strong interpersonal skills and the ability to work effectively with diverse groups of people. - Proficiency in English and Arabic is required. - Flexibility to conduct field visits as necessary. - Excellent command of Microsoft Excel and Word, along with strong organizational skills. - Computer literacy is essential. Desirable qualifications include the ability to work under pressure and meet strict deadlines, as well as good collaboration skills.
Educational Background: Candidates must possess a Bachelor’s degree in Business Administration or a relevant field. This educational background is essential for understanding the operational and administrative functions required for the role.
Experience: The position requires 2-3 years of relevant experience in operational roles, with a preference for candidates who have prior experience working in non-governmental organizations (NGOs). This experience is crucial for understanding the complexities and challenges associated with operational support in humanitarian contexts.
Languages: Proficiency in both English and Arabic is mandatory for this position. Additional language skills may be considered an asset but are not required.
