Job Overview:
The Financial Specialist position at EUROCONTROL is a critical role within the analysis" style="border-bottom: 1px dotted #007bff !important;">Financial Analysis & Business Planning Unit. The selected candidate will be responsible for contributing to the development and preparation of financial checkpoints for various Agency services. This includes interacting with different business areas to support budget execution and financial planning cycles. The role requires the collection and analysis of data, as well as the development of SMART performance objectives and KPIs under the guidance of a Senior Financial Expert. The Financial Specialist will also play a key role in implementing a refreshed Cost Allocation Methodology and Procurement Planning Framework. Additionally, the position involves providing financial analysis and insights, contributing to ad-hoc studies, and preparing structured outputs for meetings and workshops. The candidate will be expected to produce financial documentation, including reports, presentations, and dashboards, while also supporting audit processes and responding to financial information requests. Staying informed about developments in relevant domain areas and sharing insights with senior colleagues is also a vital part of the role. The Financial Specialist will carry out any other tasks aligned with the main purpose of the job, ensuring that they contribute effectively to the Agency's strategic objectives and initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Financial Specialist include:
  • Contributing to the development and preparation of regular financial checkpoints (Control Towers) for various Agency services.
  • Interacting with business areas to support budget execution and financial planning cycles, including data collection and analysis.
  • Developing SMART performance objectives and KPIs under the supervision of the Senior Financial Expert.
  • Assisting in the development and implementation of a refreshed Cost Allocation Methodology and Procurement Planning Framework.
  • Supporting the measurement of the Agency's strategic achievements through balanced scorecards and KPIs.
  • Providing financial analysis and insights, contributing to ad-hoc studies, meetings, and workshops, and preparing structured outputs.
  • Producing financial documentation, including reports, presentations, dashboards, and KPIs.
  • Supporting audit processes and responding to financial information requests.
  • Staying informed of developments in relevant domain areas and sharing insights with senior colleagues. 1
  • Carrying out any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must meet the following qualifications:
  • Completion of third-level studies meeting European Qualifications Framework (EQF) Level 7 in a relevant domain such as Finance, Economics, or Business Administration.
  • At least 2 years of relevant professional experience in financial planning, budgeting, financial controlling, and/or performance management.
  • Advanced proficiency in Microsoft Excel.
  • Experience in budgeting, forecasting, and financial planning activities.
  • Experience in financial analysis and reporting, including the preparation of financial dashboards and KPIs.
  • Knowledge of financial systems and analytical tools, such as Oracle EPBCS, Oracle ERP, or similar systems.
  • Familiarity with Power BI or similar reporting and data visualization tools.
  • Project management skills would be considered an asset.
  • Strong analytical thinking, communication, planning and organizing skills, quality focus, and teamwork abilities. 1

Educational Background:
The educational background required for the Financial Specialist position includes the completion of third-level studies that align with the European Qualifications Framework (EQF) Level
  • This typically involves obtaining a degree in a relevant field such as Finance, Economics, Business Administration, or a closely related discipline. The educational qualifications should provide a solid foundation in financial principles, analytical skills, and business acumen necessary for effective performance in the role.

Experience:
The level of experience required for the Financial Specialist position includes a minimum of 2 years of relevant professional experience. This experience should encompass areas such as financial planning, budgeting, financial controlling, and performance management. Candidates should have a proven track record of working in financial analysis and reporting, demonstrating their ability to prepare financial dashboards and KPIs. Additionally, familiarity with financial systems and analytical tools is essential, as well as experience in budgeting and forecasting activities.

Languages:
For this position, proficiency in English at level C1 is mandatory, as it is one of the working languages of the Agency. Candidates must also be able to demonstrate at least a basic understanding of French at level A1 before the end of the probation period. This requirement reflects the bilingual nature of the work environment at EUROCONTROL, where effective communication in both languages is essential for collaboration and interaction with colleagues and stakeholders.

Additional Notes:
The Financial Specialist position is a contract role with a duration of 3 years, with the possibility of renewal or conversion under certain conditions. The selected candidate must reside in Brussels or within a reasonable proximity to ensure satisfactory execution of their duties. The position operates under a hybrid working model, allowing for a combination of onsite presence and remote work opportunities, although full-time remote work is not permitted. Candidates should be aware that applications will only be accepted from nationals of EUROCONTROL Member States. The selected candidate will undergo a probationary period of nine months before being established in the post. The contract may be renewed multiple times, but the total duration, including all renewal periods, cannot exceed nine years.
