Job Overview: The MEL Manager for the Ebola Response leads the Monitoring, Evaluation, and Learning (MEL) Team, overseeing the development and implementation of the MEL plan for Mercy Corps' Ebola response in DRC. This role is crucial for ensuring that quality data is collected and analyzed to measure the effectiveness of the response, support adaptive management, and facilitate strategic learning. The MEL Manager will supervise team members and collaborate with program leadership, technical advisors, and partners to maintain an evidence-based and accountable response to the Ebola outbreak. The position requires a proactive approach to managing MEL systems that can adapt quickly to the evolving context of the outbreak.
Duties and Responsibilities: The MEL Manager will be responsible for developing and regularly updating the Ebola response MEL Plan, including logic models and performance tracking tables. They will establish a MEL workplan detailing key activities and oversee its implementation, ensuring progress is tracked and adjustments made as necessary. The role involves developing a MEL Tech Plan for data collection and management, ensuring compliance with Mercy Corps' standards. Regular monitoring of program activities, conducting evaluations, and leading learning sessions are also key responsibilities. The MEL Manager will coordinate with various stakeholders, manage the MEL team, and ensure adherence to security" style="border-bottom: 1px dotted #007bff !important;">security and safeguarding policies.
Required Qualifications: Candidates must have 5-7 years of experience in leading MEL/MEAL initiatives, particularly in crisis or humanitarian contexts. Experience in public healthemergency response is highly desired, along with a strong understanding of MEL systems across multiple partners. Knowledge of key international donors and experience with MEL technologies is essential. Candidates should demonstrate strong qualitative and quantitative data analysis skills and have experience in humanitarian evaluations and cash transfer programming.
Educational Background: A Bachelor's degree in public health, business administration, public administration, or international development is required, with a Master's degree in a related field preferred. Candidates should have a solid understanding of MEL methodologies and practices relevant to humanitarian contexts.
Experience: The position requires significant experience in MEL management, particularly in crisis situations. Candidates should have a proven track record of supervising staff and managing MEL systems effectively across multiple locations or partners. Familiarity with public health data systems and experience in humanitarian evaluations are also important.
Languages: Excellent oral and written French skills are mandatory, while proficiency in English is desired. The ability to communicate effectively in both languages is crucial for collaboration with local and international partners.
Additional Notes: This position is based in Bunia, DRC, which is currently experiencing security challenges due to the Ebola outbreak. The role involves group accommodation with limited freedom of movement and requires travel to field offices in insecure environments. The MEL Manager is expected to work under exceptional schedules, including evenings and weekends, and commit 5% of their time to ongoing learning activities.
