Job Overview:
The Finance Manager position is crucial for the successful implementation of the EpiC project in the Democratic Republic of the Congo (DRC), which aims to reduce maternal, neonatal, and child mortality through integrated health interventions. The Finance Manager will oversee budgeting processes, ensure compliance with financial regulations, and provide strategic financial guidance to the management team. This role requires a strong understanding of analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, budget management, and compliance with both local and international financial standards. The Finance Manager will also be responsible for leading a team, ensuring effective financial operations, and maintaining robust financial reporting systems to support the project's objectives.

Duties and Responsibilities:
The Finance Manager will be responsible for reviewing and analyzing monthly financial reports, providing recommendations to management regarding financial projects and compliance issues, and participating in the annual budget planning process. They will oversee the financial analysis team, ensuring accurate reporting and compliance with financial regulations. The role includes developing a formal reporting system for audit results, ensuring adherence to Generally Accepted Accounting Principles (GAAP), and managing financial audits. The Finance Manager will also be tasked with training and developing staff in financial policies and procedures, maintaining effective working relationships with partners and stakeholders, and ensuring the organization’s financial integrity and operational efficiency.

Required Qualifications:
Candidates must possess a deep understanding of accounting principles, financial controls, and financial information systems. Strong communication skills, both oral and written, are essential, along with demonstrated organizational and project management abilities. The ideal candidate should have the capacity to influence and negotiate effectively, and be knowledgeable about national and federal regulations impacting financial analysis and management controls. Familiarity with the Sarbanes-Oxley Act (SOX), automated financial reporting, and federal acquisition regulations (FAR) is also required. Candidates should demonstrate leadership capabilities and the ability to manage diverse teams effectively.

Educational Background:
A Bachelor’s degree in economics or financial management is required, with a Master’s degree preferred or an equivalent international qualification. This educational background should provide a solid foundation in financial principles and practices necessary for the role.

Experience:
Candidates should have at least 5 to 8 years of professional experience in finance, with a minimum of 3 years in a managerial role and 3 years at the organizational or enterprise level. Experience in managing a financial analysis department and working within a non-governmental organization (NGO) is essential. Familiarity with U.S. government regulations and experience in international organizations are highly desirable.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the local language of the host country being advantageous. Proficiency in additional languages may enhance a candidate's profile.

Additional Notes:
This position is a local fixed-term contract with the possibility of extension. The expected salary range for this role is between USD 37,000 and 50,000 annually, depending on experience and qualifications.
