Job Overview: The People & Culture Officer will work under the direct supervision of the Manager of People & Culture, ensuring the delivery of high-quality professional human resourcemanagement services within the FHI 360 office in Bunia. The role involves close collaboration with the national Human Resources management team to support recruitment activities, staff relations, benefits management, and legal compliance. The officer will ensure the rigorous and consistent application of FHI 360's internal policies and actively participate in the continuous improvement of processes, adhering strictly to organizational guidelines and U.S. government regulations. This position is crucial for maintaining operational effectiveness and supporting the organization's mission in the region.
Duties and Responsibilities: The duties of the People & Culture Officer include managing the recruitment and onboarding process, which encompasses everything from validating job requisitions and posting vacancies to final selection. The officer will lead the onboarding process for new employees to ensure a successful transition into the organizational culture. Responsibilities also include ensuring compliance with local labor laws and internal policies, maintaining personnel records in both physical and digital formats, and managing employee benefits and social security" style="border-bottom: 1px dotted #007bff !important;">security claims. The officer will support performance management cycles, coordinate training and professional development activities, and provide guidance to employees and supervisors on HR policies. Additional tasks include payroll preparation, managing medical coverage for staff and dependents, and preparing offboarding documents for departing employees.
Required Qualifications: Candidates must possess a bachelor's degree in human resources, business administration, or a related field. A minimum of 3 to 5 years of progressive experience in human resources is required. Candidates should have a solid understanding of local labor legislation and best practices in human resource management. Proficiency in MS Office Suite (Word, Outlook, Excel, PowerPoint, and Access) and HRIS systems is essential. Strong interpersonal skills and conflict resolution abilities are also necessary, along with the capacity to provide policy guidance and address employee concerns effectively.
Educational Background: A bachelor's degree in human resources, business administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding human resource principles and practices, as well as the legal frameworks governing employment.
Experience: The position requires 3 to 5 years of progressive experience in human resources. This experience should include a comprehensive understanding of recruitment processes, employee relations, benefits administration, and compliance with labor laws. Candidates should demonstrate a track record of successfully managing HR functions in a dynamic environment.
Languages: Fluency in French is mandatory, given the location of the position in the Democratic Republic of the Congo. Proficiency in English is considered a valuable asset, as it may facilitate communication with international teams and stakeholders.
Additional Notes: This position is a local hire role, and the expected salary range is between USD 22,000 and 33,000 annually, which includes basic salary and allowances. The final offer will be determined based on various factors, including relevant experience and education, internal equity, market pay, and budget considerations.
