Job Overview: In response to the ongoing humanitarian crisis in the Democratic Republic of the Congo (DRC), Handicap International is looking to strengthen and facilitate the delivery of humanitarian aid provided by humanitarian actors. The worsening humanitarian context in these areas requires proactive and flexible intervention capabilities to ensure a relevant and rapid humanitarian response. The Ebola response led by the ATLAS project in Ituri is situated within a health emergency context that necessitates the rapid deployment of HI's operational capacities in an area where the organization does not have a permanent presence. The project initially plans to recruit and integrate 14 staff members, with a potential increase in personnel depending on ongoing discussions about additional funding. Given the current workload of the HR department for the DRC program, it does not have the capacity to conduct these recruitments within the required timelines. The presence of dedicated HR support is also necessary to ensure on-site interviews, assist with administrative startup processes, and support the opening of the base. The deployment of an Emergency HR role aims to secure the operational launch of the project, ensure the rapid mobilization of necessary human resources, and ensure close integration of the emergency mission with the support functions of the DRC program.
Duties and Responsibilities: As the Emergency HR, you will: Lead and coordinate all necessary recruitments for the startup and scaling up of the Ebola response in Ituri. Ensure the implementation of the complete recruitment cycle (sourcing, pre-selection, interviews, reference checks, contracting, and onboarding). Guarantee the availability of required human resources within timelines compatible with operational commitments and donor requirements. Establish the necessary HR tools and processes for the opening and functioning of the emergency base. Manage the administrative aspects of recruited personnel and ensure compliance of HR practices with HI procedures and applicable legislation. Organize and coordinate the integration of new staff to facilitate their rapid and effective assumption of duties. Advise and support managers in managing human resources related to the emergency response. Ensure close coordination with the support departments of the DRC program and contribute to the integration of the emergency mission into the program's management mechanisms. Provide occasional support for administrative and financial processes requiring a field presence, in coordination with the Emergency Finance Manager based at headquarters (notably for opening bank accounts, relations with financial institutions, and establishing certain administrative and financial processes). Ensure regular reporting on the progress of recruitments, key identified HR risks, and capacity strengthening needs of the response. Prepare and facilitate the gradual transfer of HR responsibilities to the permanent program teams to ensure continuity of operations.
Required Qualifications: Minimum of 5 years of experience in HR/Recruitment. Experience in international NGOs is required, and experience in emergency contexts with HI is a significant advantage. Ability to work in degraded and unstable contexts is essential. Flexibility and adaptability are required.
Educational Background: A relevant educational background in Human Resources, Business Administration, or a related field is preferred, although specific educational requirements may vary based on the organization's needs and the candidate's experience.
Experience: Candidates should have a minimum of 5 years of professional experience in human resources and recruitment, with a strong preference for those who have worked in international NGOs and emergency settings. Experience with Handicap International or similar organizations will be considered a significant asset.
Languages: Fluency in French is mandatory, and proficiency in English is a plus. Knowledge of local languages may also be beneficial depending on the specific context of the role.
Additional Notes: The position is based in Bunia (Ituri province, DRC), in a volatile security" style="border-bottom: 1px dotted #007bff !important;">security context marked by the presence of armed groups and occasional security incidents that may lead to movement restrictions. Living conditions are relatively comfortable compared to the regional context, with limited but available access to essential services. Regular field travel may be required, subject to security assessments and adherence to HI's security procedures. The position requires a high level of adaptability, the ability to work in an emergency environment, and a certain tolerance for isolation and rapidly changing operational priorities. The contract duration is for 2 to 3 months, starting as soon as possible. The international contract provides social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and other benefits. The salary starts at €2757 gross per month, with a per diem of €677 net per month paid in local currency on the ground, and a hardship allowance of €500 net per month. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 8 weeks, with potential transport coverage. The position is unaccompanied, and collective accommodation is provided by HI.
