Job Overview: The position of Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager is crucial in the context of the ongoing Ebola epidemic affecting regions such as Ituri, Nord-Kivu, Tshopo, and Haut-Uélé. The mission involves supporting the establishment of the Bunia base and the ATLAS logistical facilities in Nia-Nia, with potential expansions to other locations based on operational needs. The manager will ensure that activities in Ituri commence under secure and accessible conditions, while also enhancing the capabilities of the local Humanitarian Access and Security (HAS) team to maintain operations after the manager's departure. This role requires a proactive approach to security management, operational planning, and team development, ensuring that all activities align with the organization's mission to support vulnerable populations in crisis situations.
Duties and Responsibilities: The primary responsibilities of the Humanitarian Access and Security Manager include:
Securing HI/ATLAS facilities by assessing the proposed locations in Bunia, the Nia-Nia warehouse, and any other logistical sites as needed; establishing priority safety and security measures and overseeing their implementation before use.
Consolidating analyses of intervention axes and zones by utilizing existing HAS assessments and lessons learned from previous transport operations in Ituri and Tshopo; formalizing inadequately documented evaluations, reassessing areas with evolving situations, and evaluating new axes and zones for ATLAS operations.
Developing essential HAS documents for the opening of Bunia, including a streamlined operational security plan, a local contingency plan with communication trees, critical scenarios, evacuation options, and contact lists; creating standard operating procedures (SOPs) for security operations; and preparing security briefing materials for new arrivals.
Recruiting and training the local HAS team, ensuring they are equipped with practical skills and knowledge to utilize and update analyses, procedures, and HAS tools effectively.
Supporting the initiation and monitoring of ATLAS operations by advising operational leaders on security and access conditions, assisting in the preparation and oversight of movements, and providing recommendations for adapting or reassessing operational conditions as necessary.
Representing and coordinating HAS efforts in Ituri by participating in local security and access exchange frameworks, including the Ituri Access Working Group and weekly INSO meetings; maintaining useful contacts and sharing relevant information with HI/ATLAS teams.
Required Qualifications: Candidates must possess at least three years of field experience within humanitarian NGOs in security/access management roles in emergency, complex, and unstable contexts. They should have expertise in incident/crisis management, humanitarian access, and capacity building. A strong understanding of security management concepts, tools, and processes is essential. Candidates should demonstrate a high level of organizational skills, autonomy, and the ability to prioritize effectively in challenging environments.
Educational Background: A relevant educational background is required, typically including a degree in international relations, humanitarian studies, security management, or a related field. Additional certifications in security management or crisis response may be advantageous and enhance a candidate's profile.
Experience: The position requires a minimum of three years of relevant experience in humanitarian access and security management, particularly in emergency settings. Candidates should have a proven track record of working in complex and unstable environments, demonstrating their ability to navigate challenges effectively and implement security measures that protect both personnel and operations.
Languages: Fluency in French is mandatory, given the operational context in the Democratic Republic of the Congo. Proficiency in English is also highly desirable, as it facilitates communication with international teams and stakeholders. Knowledge of local languages may be considered an asset, enhancing engagement with local communities and partners.
Additional Notes: The contract is for an international position lasting two months, with the possibility of renewal based on operational needs. The role is based in Bunia and is open to local candidates as well. The international contract includes comprehensive social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and other benefits. The salary starts at €2800 gross per month, with a net per diem of €684 paid in local currency on the ground, and a hardship allowance of €500 net per month. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is non-accompanied, and collective accommodation is provided by HI. For residents of the country, a local package is available.
