Job Overview: The Operations Manager will play a crucial role in implementing the mandate and strategy of Humanity & Inclusion within the designated area. Reporting to the Program Director, the Operations Manager is responsible for optimizing the quality and impact of projects through effective delegation and control mechanisms. This position requires collaboration with other HI managers to ensure the overall health and functionality of the organization. The Operations Manager will lead a team of project managers and will be instrumental in the operationalization of the Atlas Logistique project, which aims to enhance humanitarian logistics in response to the ongoing humanitarian crisis in the Ituri province, particularly in light of the recent Ebola outbreak. The role involves strategic planning, operational management, and ensuring compliance with HI's global frameworks and policies.
Duties and Responsibilities: The Operations Manager's duties include contributing to the development and implementation of the operational strategy for the program, ensuring adherence to HI's global standards and policies, managing project execution, and overseeing the logistics operations related to the Ebola response. Specific responsibilities include:
Strategy and Leadership: Contributing to the operational strategy development and its annual implementation;
Standards and Compliance: Ensuring adherence to HI's institutional policies and quality frameworks;
Logistics Coordination: Collaborating with local and national stakeholders, representing the project to donors, and participating in logistics cluster meetings;
Team Management: Leading and supporting project managers and ensuring their teams are trained on safety procedures;
Context Analysis: Collecting and analyzing information on humanitarian needs and security" style="border-bottom: 1px dotted #007bff !important;">security conditions;
Activity Planning: Collaborating with clusters to prioritize activities and ensure effective response to humanitarian needs.
Required Qualifications: Candidates must possess at least three years of project management experience, with a focus on project coordination. Experience in managing multicultural teams and developing partnerships is essential. A strong understanding of humanitarian coordination mechanisms and logistics service management is required. Candidates should demonstrate excellent negotiation, external representation, and coordination skills. Fluency in both French and English is mandatory.
Educational Background: A relevant degree in management, humanitarian studies, logistics, or a related field is required. Additional certifications in project management or humanitarian response are advantageous.
Experience: Candidates should have a minimum of three years of experience in project management, with specific experience in project coordination and logistics management. Experience in humanitarian contexts and working with diverse teams is highly valued.
Languages: Fluency in French is mandatory, and proficiency in English is also required. Knowledge of additional languages relevant to the region is considered a plus.
Additional Notes: This is an international contract for a duration of five months, starting in early November 2026, based in Bunia. The position is not accompanied, and accommodation will be provided collectively by HI. The compensation package includes a gross salary starting from €2860 per month, a net per diem of €677 paid in local currency, and a hardship allowance of €500 net per month. Employees are entitled to 25 days of paid leave per year and a rest and recuperation period of five days every eight weeks. Health coverage, retirement insurance, and unemployment insurance (for EU nationals) are included in the benefits.
