Job Overview:
The Logistics Assistant plays a crucial role in executing all logistical activities related to the management of the Bunia base, under the supervision of the Procurement and Logistics Officer. This position is vital for ensuring the operational efficiency, compliance, and functionality of all activities, especially in response to emergencies such as the Ebola virus outbreak declared in the DRC. The Logistics Assistant is responsible for maintaining optimal operating conditions for equipment, infrastructure, and vehicles, ensuring that all logistical operations align with FHI 360 protocols. The role requires a proactive approach to managing logistics, inventory, and vehicle operations, contributing to the overall success of the organization's emergency response efforts.

Duties and Responsibilities:
  • Ensure the smooth operation of logistical activities at the project site, under the supervision of the Procurement and Logistics Officer. This includes maintaining the security" style="border-bottom: 1px dotted #007bff !important;">security and organization of storage spaces, monitoring stock levels, and making recommendations for stock withdrawals, local purchases, and supply requests. Provide a monthly updated list of prices and materials available in the local market and supervise the buyer's work. Conduct monthly physical inventories and ensure alignment between physical stocks and management documents. Coordinate the processing of supply requests, stock withdrawals, local purchases, and order requests with the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team. Archive and organize all supply-related documents, including requisitions, local purchases, order requests, waybills, and packing lists. Liaise with coordination regarding the movement of materials, personnel, and freight, and organize the reception of goods and visitors.
  • Contribute to the effective management of the vehicle fleet, generators, and other project equipment. Ensure that drivers fulfill all tasks outlined in their job descriptions, including maintaining logbooks, tracking fuel consumption, and conducting daily and weekly vehicle checks. Monitor the vehicle and generator fleet to anticipate maintenance needs and plan preventive and corrective maintenance operations in collaboration with the Procurement and Logistics Officer. Maintain an updated knowledge of the general condition of vehicles and equipment, informing the Procurement and Logistics Officer of any anomalies or intervention needs. Organize weekly travel planning and manage daily vehicle movements. Ensure, with the support of the storekeeper, the monitoring of consumables and spare parts stocks and inform the Procurement and Logistics Officer of replenishment needs to avoid stockouts. Prepare monthly consumption reports for vehicles and generators.
  • Ensure the proper functioning of project facilities and infrastructure. Monitor the supplies necessary for the operation of facilities. Prepare and submit a monthly logistics activity report. Identify rehabilitation or maintenance needs for infrastructure (carpentry, plumbing, electricity, masonry, etc.), develop corresponding budget estimates, obtain necessary approvals from the Procurement and Logistics Officer, and supervise the execution of works.
  • Other duties as assigned by the supervisor, compatible with the functions of the position, based on operational needs of the project. Prepare and submit a situation report at the end of each month according to the format established by the Procurement and Logistics Officer.

Required Qualifications:
Candidates must possess a secondary school diploma and at least one year of professional experience in emergency and humanitarian response. Previous work experience within programs funded by the U.S. government (DoS) is a significant asset. Experience working with a United Nations agency (WHO, UNICEF, OCHA) or an international non-governmental organization is preferred. Candidates should have a good understanding of international and national minimum service standards in humanitarian contexts, as well as the ability to manage tight deadlines and execute a high volume of work with minimal supervision. Proficiency in Microsoft Excel is essential, and candidates must demonstrate excellent organizational skills and attention to detail.

Educational Background:
A secondary school diploma is required for this position. Additional certifications or training in logistics, supply chain management, or related fields would be advantageous and may enhance a candidate's qualifications.

Experience:
The position requires at least one year of relevant professional experience, particularly in emergency response and humanitarian contexts. Experience with U.S. government-funded programs or international organizations is highly desirable, as it indicates familiarity with the operational standards and expectations in such environments.

Languages:
Proficiency in Swahili and French (reading, writing, and speaking) is mandatory for this position. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and enhance the candidate's effectiveness in the role.

Additional Notes:
FHI 360 offers a competitive salary range for this role, estimated between USD 16,500 and 22,000 annually for gross salary (including basic and allowances) for national local hires. The organization considers various factors when determining salary offers, including relevant experience, education, internal equity, market pay, and budget constraints.
