Job Overview: The Programme Management Officer (Donor Relations) will play a crucial role in coordinating funding processes through the United Nations Voluntary Trust Fund for Assistance in Mine Action. This position requires the incumbent to liaise with various stakeholders, including the international donor community, national ministries, and private sector funding sources, to identify and propose opportunities for donor funding of mine action activities. The officer will also be responsible for developing and implementing resource mobilization initiatives, monitoring compliance with donor agreements, and preparing written inputs to support resource mobilization efforts by senior UN officials. The role demands a strategic approach to resource mobilization, ensuring alignment with donor priorities and UNMAS objectives, while also supporting senior management engagement with donors and representing UNMAS in relevant meetings and conferences.
Duties and Responsibilities: The incumbent will undertake a variety of responsibilities, including but not limited to: coordinating the processing of funding through the UN Voluntary Trust Fund for Assistance in Mine Action; liaising with the international donor community; consulting with UNMAS stakeholders on funding requirements; developing and implementing resource mobilization initiatives; creating resource mobilization materials; negotiating contribution agreements; monitoring compliance with donor agreements; preparing written inputs for senior management; and gathering information on mine action resources and funding opportunities. The officer will also be responsible for monitoring global funding trends and donor contributions, ensuring timely reporting on donor contributions, and carrying out other duties as assigned.
Required Qualifications: Candidates must possess a strong understanding of resource mobilization and management within UN financial frameworks relevant to mine action. They should demonstrate the ability to analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, client orientation, and strong planning and organizing skills are essential. The ideal candidate will show persistence in problem-solving, maintain calm under stress, and incorporate gender perspectives in their work. They should also have the ability to establish productive partnerships with clients and anticipate their needs.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. This includes at least two years of experience in resource mobilization and management, particularly in reviewing and discussing terms of agreements with donors. Candidates should have experience coordinating with senior UN colleagues and government representatives on complex issues, as well as drafting and editing documents according to UN editorial protocols with minimal supervision. Familiarity with UN Financial Rules and Regulations is desirable, as is experience supporting senior management.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French may be considered an asset.
