Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director for Palestine will play a pivotal role in leading CARE's operations in one of the most challenging humanitarian contexts globally. This position requires a strategic leader who can navigate complex environments while delivering life-saving assistance and fostering long-term resilience in communities. The Country Director will be responsible for shaping CARE's country strategy, balancing immediate humanitarian responses with opportunities for recovery and development. This role involves inspiring and leading a high-performing team across multiple locations, ensuring that the organization remains responsive to the evolving needs of the communities it serves. The Country Director will also represent CARE at the highest levels, advocating for humanitarian access and building strategic partnerships with various stakeholders, including government authorities, donors, and civil society organizations. Additionally, the role includes driving resource mobilization efforts to secure sustainable funding and overseeing operational excellence in a high-risk environment, ensuring compliance with donor and organizational requirements while delivering quality humanitarian assistance.

Duties and Responsibilities:
  • Shape and execute CARE's country strategy, ensuring alignment with regional and global priorities.
  • Provide visionary leadership to a diverse team, fostering an inclusive and high-performing organizational culture.
  • Serve as CARE's legal representative in Palestine, engaging with government authorities, donors, and other stakeholders.
  • Lead fundraising efforts to secure sustainable funding from various sources, including institutional donors and private sector partners.
  • Oversee the safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and operational resilience of the Country Office, ensuring compliance with all relevant regulations.
  • Champion program excellence by ensuring strong design, implementation, monitoring, and evaluation of humanitarian programs.
  • Advocate for humanitarian access and represent CARE in coordination bodies and media engagements.
  • Manage organizational risk and crisis management, ensuring effective emergency preparedness and business continuity plans are in place.
  • Build and maintain strategic partnerships that enhance CARE's impact and reach in the region.

Required Qualifications:
  • Significant senior leadership experience within international humanitarian or development organizations.
  • Proven success in leading complex, multi-sector humanitarian operations in fragile or conflict-affected environments.
  • Strong track record of resource mobilization from institutional donors and private funding sources.
  • Experience in leading organizational strategy while managing day-to-day operations effectively.
  • Demonstrated expertise in safety, security, crisis management, and organizational risk leadership.
  • Strong financial management and operational oversight experience.
  • Outstanding stakeholder engagement skills, with credibility to represent CARE with various partners.
  • Experience in leading geographically dispersed, multicultural teams and fostering inclusive cultures.
  • Excellent communication, negotiation, and influencing skills. 1

Educational Background:
A relevant advanced degree in international development, humanitarian affairs, public administration, or a related field is preferred. Additional certifications in project management, humanitarian response, or leadership may be advantageous.

Experience:
Candidates should possess significant experience in senior leadership roles within international humanitarian or development organizations, with a focus on managing complex operations in challenging environments. Experience in resource mobilization and stakeholder engagement is essential, along with a proven ability to lead diverse teams effectively.

Languages:
Fluency in English is mandatory, with proficiency in Arabic being highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local communities and stakeholders.

Additional Notes:
This position is open to both national and international candidates. The role is full-time and may involve travel within the region. Compensation and benefits will be commensurate with experience and aligned with CARE's organizational policies.
