Job Overview:
The position of Analytic Assessment and Special Publication Consultant on DPoA Progress involves synthesizing and drafting a flagship publication titled 'Voices of Transformation: Stories of Progress in the Implementation of the Doha Programme of Action (DPoA).' The consultant will analyze progress at national, regional, and global levels, documenting lessons learned, good practices, and notable success stories in implementing the DPoA. This role requires a comprehensive review and assessment of the DPoA's implementation, utilizing various data sources, including National MTR Reports, SG reports, and thematic publications. The consultant will also be responsible for distilling transferable lessons and providing actionable recommendations for stakeholders, ensuring that the publication is visually engaging and effectively communicates key findings and recommendations.

Duties and Responsibilities:
The consultant will undertake a comprehensive review and assessment of the DPoA's implementation, highlighting key lessons learned and notable success stories. This includes conducting desktop exercises, data collection, and virtual interviews with stakeholders. The consultant will draft multiple reports, including an inception report, first draft, second draft, and final report, incorporating feedback from expert consultations. The consultant will also prepare a concise summary of the findings in an infographic-style format for broader dissemination. Participation in expert group consultations and validation of data with UN Resident Coordinators and Country Teams is also required. The consultant will ensure that all outputs are delivered in English and in a Word format, integrating feedback from peer reviewers into the final version.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Economics, International Development, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. A minimum of 5 years of progressively responsible experience in international or regional development, particularly focusing on global frameworks for LDCs, is required. Knowledge of development strategies and programming policies at the national level is essential. Proven competency in research, including qualitative and quantitative analysis, document review, and interviews, is necessary. Candidates should have extensive experience producing high-level UN analytical reports and the ability to distill complex policy issues into impactful narratives.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field such as Economics or International Development is required. Alternatively, a first-level university degree may be accepted if combined with relevant experience. This educational background is crucial for understanding the complexities of international development and the specific challenges faced by LDCs.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in international or regional development, with a focus on global frameworks, particularly for LDCs. Candidates should have a strong background in development strategies and programming policies at the national level, as well as proven competency in research methodologies and analytical skills. Experience in producing high-level analytical reports for the UN or similar organizations is essential, along with the ability to engage effectively with a diverse range of stakeholders.

Languages:
Fluency in English, both oral and written, is required for this position. This includes the ability to communicate complex ideas clearly and effectively in written reports and presentations. Additional language skills may be beneficial but are not mandatory.

The position is home-based and expected to last for 4 months. The consultant will engage in virtual consultations and may participate in in-person meetings as necessary.
