Job Overview:
The Administrative Officer will play a crucial role in supporting UNICEF's Ebola response efforts in Bunia, Democratic Republic of the Congo. This position involves providing day-to-day administrative support to ensure the efficient and compliant delivery of operational services necessary for sustaining emergency response activities. The incumbent will work under the supervision of the Administration and Finance Specialist, focusing on establishing and maintaining UNICEF's operational presence, ensuring compliance with administrative rules, and facilitating the deployment and logistical support for personnel involved in the response. The role requires strong coordination skills, adaptability, and cultural sensitivity to effectively engage with local communities and support vulnerable populations during this public health crisis.

Duties and Responsibilities:
The Administrative Officer's duties include supporting the establishment of UNICEF's operational presence in Bunia, ensuring compliance with administrative procedures, coordinating administrative support for personnel movements, facilitating timely processing of administrative transactions related to Ebola response activities, monitoring budgets, processing service requests and payment documentation, supporting procurement and contract management, maintaining accurate records of assets and supplies, and liaising with various stakeholders including authorities and partners. The role also involves ensuring security" style="border-bottom: 1px dotted #007bff !important;">security and duty-of-care arrangements for personnel in affected areas and preparing regular updates on operational constraints and resource needs.

Required Qualifications:
Candidates must possess a university degree in social sciences, business management, administration, finance, or a related field. A minimum of one year of relevant professional experience in office management, administration, finance, accounting, ICT, human resources, or supply chain management is required. Skills in emergency operations coordination, humanitarian logistics administration, and resource management are essential. Familiarity with UNICEF's administrative policies and procedures is considered an asset, particularly in the context of the Democratic Republic of the Congo.

Educational Background:
The position requires a university degree in a relevant field such as social sciences, business management, administration, finance, or a related discipline. This educational background is essential for understanding the complexities of administrative functions within a humanitarian context.

Experience:
The role requires at least one year of relevant professional experience in areas such as office management, administration, finance, or related functions. Experience in humanitarian settings, particularly in emergency response or public health emergencies, is highly desirable. Candidates with experience supporting outbreak responses or working in fragile, conflict-affected environments will be preferred.

Languages:
Fluency in French is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, English, Russian, or Spanish) or a local language is considered a desirable asset, enhancing communication and coordination in the field.
