The OSCE has 57 participating States and operates in various countries across Europe, Central Asia, and North America. The organization focuses on a comprehensive approach to security that includes politico-military, economic, environmental, and human aspects. The OSCE Secretariat, located in Vienna, provides operational and administrative support to field operations and other institutions, assisting the Chairpersonship in its activities.

Job Overview:
The OSCE Programme Officer position is a seconded role that corresponds to a P3-level position within the UN common system. The successful candidate will work under the guidance of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR-CTHB) and will be responsible for advancing the OSCE's commitments related to trafficking in human beings (THB). This role involves conducting policy and legal analysis, organizing meetings and conferences, and supporting the development of research and publications. The Programme Officer will also facilitate cooperation with partner organizations and provide assistance to participating States in implementing anti-trafficking commitments. The overarching goal of this position is to enhance the understanding of THB issues and inform technical assistance and capacity-building efforts across the OSCE region.

Duties and Responsibilities:
The Programme Officer will be tasked with a variety of responsibilities, including:
  • Supporting the analysis of political, legal, and human-dimension developments related to THB in participating States, collecting and analyzing regional trends, and preparing comparative assessments against international standards.
  • Developing research concepts and terms of reference for background studies and occasional papers, supervising contracted experts, and conducting regional, country, or sectoral analyses.
  • Collecting and analyzing information from participating States, international organizations, NGOs, and other partners to identify good practices and support strategic planning.
  • Drafting, editing, and finalizing high-quality written outputs, including briefing and talking points, speeches, research papers, policy papers, meeting minutes, and mission reports.
  • Maintaining regular contacts with delegations of participating States and partners for cooperation to ensure effective coordination.
  • Contributing to the assessment of national and regional anti-trafficking programs and participating in project development.
  • Organizing meetings, workshops, technical seminars, and conferences, including preparing related background materials and agendas.
  • Performing additional administrative, logistical, and operational tasks as assigned.

Required Qualifications:
Candidates must possess a first-level university degree in international relations, international development, public law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights law, social or political sciences, or related fields. Additionally, a minimum of seven years of progressively responsible professional-level experience in anti-trafficking, human rights, rule of law, migration, or related fields is required. Candidates should demonstrate knowledge of THB and anti-trafficking stakeholders at national and international levels, as well as experience in implementing multi-lateral policy and practice activities related to human trafficking. Professional fluency in English is mandatory, with excellent communication skills, and a working knowledge of at least one other language from the OSCE region, particularly Russian, is desirable.

Educational Background:
The educational background required for this position includes a first-level university degree, which is equivalent to a Bachelor's degree, in relevant fields such as international relations, international development, public international law, human rights law, social or political sciences, or related subjects. This foundational education is essential for understanding the complexities of international security and human rights issues, particularly in the context of trafficking in human beings.

Experience:
The position requires a minimum of seven years of progressively responsible professional-level experience in areas related to anti-trafficking, human rights, rule of law, migration, or similar fields. Candidates with a relevant second-level degree may qualify with five years of experience. This experience should ideally be within international, governmental, or civil society organizations, demonstrating a strong understanding of the operational and policy frameworks surrounding human trafficking and related issues.

Languages:
Professional fluency in English is mandatory for this position, with excellent oral and written communication skills. Additionally, a working knowledge of at least one other language from the OSCE region is desirable, particularly Russian, as it enhances communication and collaboration with various stakeholders across the region.

This position is a fixed-term secondment role, and candidates must be nominated by their respective participating States.
