Job Overview: The Business Intelligence Expert will play a crucial role within the Financial Information Systems (FIS) Unit of EUROCONTROL, which is responsible for the planning and operation of information services related to the Central Route Charges Office and other financial activities. The selected candidate will provide technical expertise in designing, implementing, and evolving the data warehouse architecture. This role involves coordinating the deployment of business intelligence solutions, managing transition activities for new releases, and contributing to projects by participating in activities, tracking progress, and supporting implementation. The expert will also develop and maintain a multi-year roadmap for business intelligence, analytics, and reporting capabilities, ensuring alignment with business and technical needs. The position requires a strong focus on data modeling, ETL processes, and integration with both internal and external systems, as well as optimizing reporting tools and dashboards to enhance efficiency and usability. The expert will analyze reporting requirements, identify opportunities for improvement, and implement reporting requests, while also supporting testing activities and monitoring the quality of outsourced developments. Overall, this position is integral to enhancing the operational efficiency and productivity of the organization through effective data management and reporting solutions.
Duties and Responsibilities: The duties and responsibilities of the Business Intelligence Expert include:
Providing technical expertise in the design, implementation, and evolution of the CRCO’s data warehouse architecture.
Coordinating the deployment of business intelligence solutions and managing transition activities for new releases.
Contributing to relevant projects by participating in activities, following up on progress, and supporting implementation.
Developing and maintaining a multi-year roadmap for BI, analytics, and reporting capabilities.
Providing expertise on data modeling, ETL processes, and integration with internal and external systems.
Rationalizing and optimizing reporting tools and dashboards to improve efficiency and usability.
Analyzing and documenting reporting requirements by reviewing business processes and information.
Identifying opportunities to improve reporting processes and systems, proposing enhancements to increase operational efficiency.
Implementing reporting requests, including configuration setup for business intelligence tools, data warehouse, business reports, dashboards, and analytics. 1
Supporting and validating testing activities by developing test plans and procedures. 1
Following up on implementation and monitoring the quality of outsourced developments. 1
Contributing to the definition and maintenance of reporting standards, KPIs, definitions, and metadata frameworks. 1

Required Qualifications: Candidates must fulfill one of the following requirements:
Completion of third-level studies in a relevant field (Engineering, IT, etc.), meeting European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant field (Engineering, IT, etc.), meeting EQF Level 6, followed by at least 4 years of relevant professional experience. Internal candidates can check on the intranet for equivalency of in-house experience to educational qualifications. Candidates should also have experience in user requirements, data, and process modeling, reporting development lifecycle, data warehouse implementation, data analysis (SQL; BI tools), data domain and cloud implementations, BI quality assurance, incident, change and problem management (ITIL), and expertise in ITSM tools. Drafting skills in English are essential, and knowledge of Business Objects, WEBI, Power BI, Oracle databases, PL/SQL, and ETL is required. Additional assets include knowledge of Rational Collaborative Application, MS-Project, PowerShell, ODI, experience in maintaining user documentation, providing user training, and knowledge of DATABRICKS and/or PYTHON.
Educational Background: The educational background required for the Business Intelligence Expert position includes completion of third-level studies in a relevant field such as Engineering or IT. Candidates must meet the European Qualifications Framework (EQF) Level 6 or Level 7, depending on their years of professional experience. This educational foundation is essential for understanding the technical aspects of the role and for effectively contributing to the organization's data management and reporting initiatives.
Experience: The level of experience needed for the Business Intelligence Expert position includes at least 3 years of relevant professional experience for candidates with EQF Level 7 qualifications, or at least 4 years for those with EQF Level 6 qualifications. Candidates should have substantial experience in user requirements, data and process modeling, reporting development lifecycle, data warehouse implementation, data analysis, and BI quality assurance. Experience working with external providers or third parties is also important, as is familiarity with ITIL practices and ITSM tools.
Languages: For this position, candidates must be proficient in English at level C1, as it is one of the working languages of the Agency. Additionally, the selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period. This language proficiency is crucial for effective communication within the multinational and multicultural environment of EUROCONTROL.
Additional Notes: The Business Intelligence Expert position is a full-time role with a duration of 5 years, with the possibility of renewal or conversion of the contract under certain conditions. The selected candidate must reside in Brussels or within a reasonable proximity to ensure satisfactory execution of their duties. The position operates under a hybrid working model, allowing for a combination of onsite presence and remote work opportunities, although full-time remote work is not permitted. Candidates must be nationals of EUROCONTROL Member States, and the selected candidate will undergo a probationary period of nine months before being established in the post. The appointment will be made in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency, and candidates declared suitable but not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
