Job Overview: The Human Resources Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for defining and implementing the HR component of the Country/Region’s operational strategy (Stratop). This role serves as the primary contact for HR operations at Headquarters and ensures that HR activities align with the budgetary framework and HI’s HR policies. The HR Manager will analyze contextual changes to identify risks and opportunities within their scope of responsibility. The position requires a proactive approach to managing the HR team, overseeing the operational implementation of HR policies, and ensuring compliance with legal frameworks. The HR Manager will also play a crucial role in emergency preparedness and response, adapting HR strategies to the evolving context in Khartoum, which has been affected by ongoing conflict.
Duties and Responsibilities: The HR Manager's duties include managing the HR team, designing the HR aspects of the operational strategy, and monitoring the associated action plans. Responsibilities also encompass deploying and monitoring the quality of HR policies and processes, assisting the team in adapting HR frameworks, and ensuring compliance with auditing and internal control procedures. The HR Manager will oversee resource management, career development systems, and administrative management for all staff members. Additionally, the role involves supporting managers in implementing HR policies, maintaining a compliant social environment, and assisting in the deployment of institutional policies such as the Code of Conduct and Fraud and Corruption Policy. Emergency preparedness and response are also key responsibilities, ensuring that the HR function is equipped to handle crises effectively.
Required Qualifications: Candidates must hold a degree in Administration, Human Resources Management, or a related field. A strong expertise in recruitment, personnel administration, organizational design, and skills development is essential. The ideal candidate should have confirmed experience in team management and the ability to work effectively in a multicultural and multi-disciplinary environment. Solutions-oriented thinking, flexibility, and stress management skills are also critical for success in this role.
Educational Background: A degree in Administration, Human Resources Management, or a similar field is required for this position. This educational background provides the foundational knowledge necessary for managing human resources effectively within the context of an international aid organization.
Experience: Candidates should possess significant experience in human resources management, particularly in recruitment, personnel administration, and team management. Experience in a humanitarian or development context is highly desirable, as it equips candidates with the skills needed to navigate the complexities of HR in challenging environments.
Languages: Fluency in English is mandatory, as the role requires effective communication within a multicultural team. Knowledge of Arabic is considered an asset, enhancing the ability to engage with local staff and stakeholders.

The contract includes social coverage tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary will be based on experience, with additional benefits including a net monthly per diem of 706€, a hardship allowance of 500€ net/month, and 25 paid leave days per year. The position is unaccompanied, with housing provided collectively by HI. For residents of the country, a local package will be offered.
