Job Overview:
The Finance Analyst plays a crucial role in the financial management of UNFPA resources, ensuring compliance with organizational policies and procedures. This position is integral to the effective planning, monitoring, and utilization of financial resources, supporting program implementation through analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and guidance. The Finance Analyst will work closely with the International Operations Manager (IOM) and program staff to provide operational support, ensuring that financial transactions are executed accurately and in a timely manner. The role requires a thorough understanding of UNFPA's goals and objectives, as well as the ability to apply financial policies and procedures to enhance program delivery. The Finance Analyst will also be responsible for managing the financial aspects of the operational budget, ensuring that resources are allocated efficiently and effectively to meet programmatic needs.

Duties and Responsibilities:
The Finance Analyst will be responsible for a wide range of duties, including but not limited to: monitoring the implementation of budgets for regular and other resources in collaboration with program units; addressing budgetary issues and ensuring appropriate budgetary control; integrating financial policies and providing guidance and training to staff; monitoring compliance with financial recording and reporting; establishing internal controls to ensure the integrity of financial transactions; managing the HR budget and preparing financial reports; developing financial tracking tools; ensuring quality assurance in financial transactions; coordinating audits and assessments; serving as the focal point for HACT management; overseeing the implementation of the UNFPA preposition; analyzing financial transactions and reports; contributing to donor financial reporting; supervising the finance unit; training and mentoring junior finance staff; and ensuring compliance with UNFPA financial rules and policies.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree) in Finance, Accounting, Business Administration with a focus on Finance, Economics, Public Financial Management, or a related discipline. Professional certification in accounting or finance, such as ACCA, CPA, or CIMA, is highly desirable. Candidates should have a minimum of 2 years of relevant experience in finance, preferably within the UN or international organizations. Knowledge of UN financial regulations, IPSAS, HACT, donor reporting, and internal controls is advantageous. Familiarity with UN/UNFPA software, including ERP tools, and proficiency in Microsoft Office Suite, particularly Excel, is essential.

Educational Background:
The position requires an advanced university degree (Master’s degree) in a relevant field such as Finance, Accounting, Business Administration with a focus on Finance, Economics, or Public Financial Management. Additional professional certifications in accounting or finance are highly desirable, as they enhance the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 2 years of experience in a relevant finance field. Experience in finance within the UN or international organizations is preferred. Familiarity with UN financial regulations and practices, as well as experience in financial reporting and compliance, is highly beneficial.

Languages:
Proficiency in English and Arabic is required for this position. Proficiency in French is desirable, particularly for candidates working in the Chad Corridor, as it may enhance communication and collaboration with French-speaking partners and stakeholders.
