Job Overview: The Regional Technical, Evidence and Learning Director (TEQ) is a pivotal leadership role within the MENA/Europe and Asia Regional Program Team at Mercy Corps. This position is responsible for providing strategic direction and operational management of the region's Technical Advisors, which encompass areas such as Water and Climate, Economic Opportunities, Social Integration, Monitoring Evaluation and Learning (MEL), and Program Standards. The TEQ Director will ensure effective coordination and delivery of technical services to country teams, facilitating collaboration with global TEQ and other teams to maintain strategic coherence. The role also involves business development and external representation, supporting prepositioning efforts and engaging with donors and stakeholders. The TEQ Director is expected to foster collaboration, promote technical excellence, and implement systems that ensure high-impact programming across the regions.
Duties and Responsibilities: The TEQ Director's responsibilities include supporting the development and implementation of a regional technical and evidence strategy, collaborating with country teams to align their strategies with regional goals, and working closely with Deputy Regional Directors to drive impactful strategies. The role involves supervising Regional Technical Advisors, ensuring timely and quality support to country teams, and developing systems to identify support needs. The TEQ Director will also ensure adherence to program management standards and lead capacity strengthening initiatives. Additionally, the position requires engagement in program development, business development, and representation in donor meetings and technical forums, while overseeing MEL technical support and promoting evidence-based decision-making across programs.
Required Qualifications: Candidates must possess a detailed understanding of finance, operations, and administration mechanisms that support grant/project implementation. They should demonstrate strategic thinking and problem-solving abilities at an organizational level, along with confident communication skills for donor relations and inter-agency coordination. The ability to manage multiple issues simultaneously, especially in emergencies, is essential. Candidates should also have experience in managing large, geographically dispersed teams and mentoring staff, as well as familiarity with US, UK, EU, UN, and other donor requirements.
Educational Background: A BA/BS or equivalent in international development, political or social science, public administration, or business management is required, with a preference for candidates holding an MA. Candidates should have at least 7 years of field experience in senior management related to technical support and advisory roles, as well as direct program development and implementation experience.
Experience: The position requires significant experience in managing and supervising large teams, particularly in challenging environments. Candidates should have a demonstrated track record in business development and donor prepositioning, including experience in competitive proposal processes. Familiarity with humanitarian and development issues in the MENA/Europe and/or Asia regions is crucial, along with an understanding of the challenges faced in these contexts.
Languages: Fluency in written and spoken English is mandatory, while proficiency in Arabic or another regional language is considered an asset.

Remote work is possible for candidates located within a specified time zone range. The position requires up to 30% travel to the region, including potentially insecure locations.
